The controversy surrounding the dismissal of the former Governor of the Central Bank, Dr. J D Rogers lingers on. Apologists for Dr. Rogers believe, and perhaps, rightly so, that his sacking by newly-elected President, Ernest Bai Koroma still requires some Constitutional clarifications. We will leave that in the hands of highly competent legal minds to argue for or against the decision of the President.
Dr. Rogers was and still is one of the major SLPP financiers and former President Kabbah’s golden boy. It is reported that in appointing Dr. Rogers to that post, President Kabbah consulted with some key players in the country’s economy including, of course, Dr. Samura Kamara, then Financial Secretary in the Ministry of Finance.
Dr. Samura Kamara enjoyed the ears of President Kabbah because of his frankness and professional competence. He was sort of an Economic Advisor to President Kabbah. Dr. Samura Kamara was highly respected in the Ministry of Finance and in the World Bank and IMF.
He was a core member of the Finance Committee, set up by President Kabbah, to scrutinize government’s expenditure and other financial commitments. The appointment of Dr. Samura Kamara as Governor of the Central Bank was done purely on the advice of major international donor countries and members of the Bretton Woods Institution.
During Dr. Samura Kamara’s approval hearing, SLPP members on the Parliamentary Committee on Appointments and the Public Service walked out of Parliament in protest against the way and manner in which Dr. J.D. Rogers was sacked. This is not the first time that we have seen such walkouts. It happened in the last Parliament which was dominated by the SLPP. People have to remember that the buck stops with the President. Period!
Did President George W. Bush not push through the appointment of Ambassador John Bolton as the US Permanent Representative to the United Nations after months of stalling by the US Senate? Was Ambassador John Bolton not given a recess appointment which meant that he could take up the job as US Ambassador to the UN even without Congress approval?
Now that Dr. Samura Kamara has been approved by Parliament, let us give the man the opportunity to show that he is worth what he says he is worth. Indeed, Dr. Samura Kamara is made up of stérner stuff.
All we can say at the moment is that the man deserves the job and let us pray for him to succeed. Welcome, Dr. Samura Kamara!
