Job Title: District Health Co-ordinator

You are a senior member of the Concern Worldwide Sierra Leone programme team to share the responsibilities of managing and implementing a five year long Country strategic Plan (2006-2010). The key areas of Concern work are Education, Livelihoods and Health with components of mainstreaming cross cutting themes i.e. equality, HIV/AIDS and Disaster Risk Reduction. The current Programmes are being implemented in around 232 villages in Tonkolili District and 6 urban slums in Freetown.

The Rural Primary Healthcare Initiatives, working with the District Health Management Committee, is implementing community-based comprehensive primary health care programme that includes safe water & sanitation and Reproductive Child Health in 3 chiefdoms of Tonkolili district. Programme includes mainstreaming of HIV and AIDS and Equality through its entire project activities.

Overall Role

To lead and be responsible for overall implementation and management of Concern’s health programme in Tonkolili District, Sierra Leone within the broad framework of Country Strategic Plan 2006-2010 and to lead the Health Team in planning and development of new initiatives.

Key Tasks

· Lead the Health Team in developing detailed sectoral strategy, approaches to work, and annual operational plans and a realistic budget, in line with Concern Sierra Leone’s Strategic Plan and country health context.
· Provide strategic leadership and direction to the Health Team and support the Team in developing and implementing locally appropriate and sustainable interventions and practices of excellence. Support the Program Manager and his Team in implementing the essentially community-based primary health care initiatives.
· Provide technical support to MoHS staff at PHUs and program staff in planning and implementing clinic and community-level activities. Collaborate with line ministry, other local partners at district level and community-based organizations in implementing planned activities and, based on organizational strategy, develop sustained partnership with them.
· As trainer and mentor, build capacity of the Programme Manager and the project staff in their roles and enhance their professional and managerial skills, clinic staff and program staff to implement and monitor.
· Work closely with the Concern Program Engineer and his Team to ensure timely planning and completion of construction activities in the programme. Collaborate with the Watsan Engineer in charge of implementing the Watsan component of the program, especially the community mobilization and health promotional components.
· Collaborate with line ministry, other local partners at district level and community-based organizations in implementing planned activities to achieve greater impact and, based on organizational strategy, develop sustained partnership with them. Lead the line Ministry and targeted communities towards Concern’s community sustainable development initiatives in healthcare.
· Take lead in developing a robust Management Information System to monitor and ensure that set milestones are measured throughout the programme cycle through a well-integrated monitoring and evaluation strategy.
· Establish strong links to integrate with Livelihoods Security and Education Programmes to develop a holistic approach for addressing childhood and adolescent nutrition, gender and equality issues.
· Ensure effective financial management and budgeting of the Health Tonkolili annual budget, donor grants received and produce high quality donor and annual reports.
· Support the Team in mainstreaming HIV/AIDS & Equality within Concern Sierra Leone and our partner organizations and collaborate with other sectors in their mainstreaming efforts.
· Ensure timely submission of high quality periodic reports, strategic and technical reviews, position papers and case studies for donor reporting and advocacy.

Skills & Experience

Essential:Qualified professionals with Public/Community Health/other relevant degree/diploma with strong working experience in Sierra Leone and/or developing countries. Minimum of 4-5 years experience of implementing and managing primary healthcare initiatives, specially, Reproductive & Child Health programs in a development context in a rural setting; Working with communities and health officials; Capacity building of national staff and members of the community; Good interpersonal skills, mentoring and coaching, Excellent communication skills- both written and oral, Excellent report writing skills, Good understanding of development issues with emphasis on participation and sustainability; Monitoring and Evaluation skills; the use of participatory methods & rights based approaches; advocacy and influencing policy; working with partner organizations. Sound knowledge of computer work- MS Office and database (basic).

Desirable: Qualification in community development and/or other related subjects. Training or experience in tropical medicine; reproductive child health and nutrition; HIV and AIDS; communication and training of trainers & facilitations skills; interpersonal relationship skills; sense of humour; common sense and team approach.

Appointment

Initially twelve months with possibility of extension thereafter

Overall Role

To plan with and mobilize community to action; initiate and monitor projects; and provide steady support to community development groups (Women, Youth and CBOs) and or co-operatives in project area.

Key Tasks

· Project planning: Thorough understanding of participatory methodologies to properly animate communities, identify and coach beneficiaries on micro projects.
· Project implementation: Work with, advice and monitor activities of community development groups; undertake market surveys.
· Capacity building: Identify gaps and design training programmes to enhance groups capacity for sustainable implementation of planned activities and change.
· Reporting: Produce reports and regular updates on project activities including case studies.

Skills & Experience

Tertiary level education - preferably with a community development or social sciences qualification minimum of HTC; 3 years of experience in community, life skills, income generation/small enterprise skill and rural development work with NGO; Ability to work well as a team with partners; Good writing and reporting skills; Good computer skills for report writing; physically and medically fit; ability to speak Temne language and ability to ride a motorbike are essential for this position
