Marie Stopes Sierra Leone (MSSL)

The post of Project Administrator is part-funded by the European Commission




Marie Stopes Sierra Leone (MSSL) is a national NGO which uses modern management and marketing techniques to promote reproductive and sexual health rights and provide high-quality health services throughout Sierra Leone. MSSL is part of Marie Stopes International’s Global Partnership which is in over 40 countries worldwide. The Mission of the MSI partnership is to enable individuals to have children by choice not chance. 

MSSL is continuing the increase in static and outreach service provision with funding from the European Commission. The World Health Organisation is supporting MSSL to evaluate the impact of a two year voucher-distribution programme that will support poor women to access family planning through the private sector. To achieve this, MSSL requires innovative, result oriented individuals who has a vision, likes the challenges of a new national level programme to fill in the below posts:.


Job Title:         Research Coordinator

Reports to:              Research, Monitoring & Evaluation Manager

Supervises:               No One

Location:         Freetown (with some local travel)

Duration of contract: 1 year 6months

Person Specification


- A University  Degree in the Social Sciences(Desirable)

- Training in public health, social sciences, or related fields (Preferable)

- Minimum of 2 years substantial work experience in an NGO or INGO.

Essential Core Competencies:

- Experience conducting health or social science research

- Skills in data quality assurance

- Must have Extensive knowledge of statistical software commonly used in public health and the social sciences and excellent computer skills

- Knowledge of qualitative research methods

- Ability to work independently and prioritise multiple tasks and demonstrates ability to work well under pressure.

- Plan, strategise and coordinates effectively a number of activities simultaneously.

- Solid writing skills with proven experience of preparing clear, concise and informative reports, correspondence and other written materials.

- A substantial and proven track record of working in development based projects, focusing on research issues.

- Must have exceptional interpersonal, listening and communication skills

- Research, analysis and planning experience.

Main Responsibilities:

- Commission quantitative and qualitative research

- Train and mentor data collectors to ensure accurate data collection

- Coordinate and provide logistical support for timely survey and interview data collection

- Develop and oversee a comprehensive data quality assurance system that ensures accurate collection, compilation, tabulation, and interpretation of both quantitative and qualitative data

- Produce regular reports of evaluation project progress

- Liaise with MoHS and WHO to ensure that MSSL is complying with information needs and ethics committee

- Work closely with MSSL’s Research Manager to support integration of research project activities with MSSL’s overall research, monitoring and evaluation programme


Job Title:   Project Administrator

Reports to:        National Programmes Manager

Supervises:       No One

Location:   Freetown

Duration of contract: 2 years

Person Specification


- A University  Degree in the Social Sciences(Desirable) and/or a Diploma in Project Accounting or Book keeping

- Minimum of 2 years with substantial project, administrative and operations experience.

- 1-2 years of experience preferably with an NGO or INGO is desirable

Essential Core Competencies:

- Must have strong knowledge of  projects and accounting and bookkeeping skills

- Must have excellent knowledge in Sun System

- Must analytical and problem solving skills

- Must have strong time, stress management, administrative and organizational skills.

- Must be able to quickly and accurately prioritize workload, be willing and able to multi-task

- Must have exceptional interpersonal, listening and communication skills

- Must have strong written and oral communication skills.

- Must have excellent computer skills (MS Word, Excel, PowerPoint and internet)

Main Responsibilities:

- Provide day to day project management oversight to all MSSL projects, in accordance with donor requirements

- Liaise with MoHS and EC to ensure that MSSL is complying with information and project needs

- Undertake monthly financial posting reviews on sun system.

- Set up systems and processes to enable smooth running of the project systems

- Support the National programme Manger in the Management of project budgets

- Plan, track and review all project operations including project activity and financial plan, transactions and data collection mechanisms of financial and non-financial data for project report purposes

- Provide administrative support through coordination of the maintenance and replacement of project equipments, Handle and follow up to payments, contracts, travel arrangements, supplies, planning and coordinating project meetings and project information flow.

- Collaborate with HR to ensure all project trainings and workshops are planned and implemented.

- Support National Programmes Manager to manage, and motivate Project staff to include work planning, appraisal, performance management, personal development and discipline.
