The Ombudsman of Sierra Leone, Justice Edmond Cowan has in a recently concluded public procurement forum commended the National Public Procurement Authority (NPPA) for the effective and efficient monitoring of public procurement for sustainable national development.
“Public procurement planning is the pre-requisite for compliance monitoring by the NPPA,” Justice Cowan said, adding that it is also the fundamental basis for efficient budget management by the Budget Bureau of the Ministry of Finance and Economic Development.
Justice Cowan says procurement planning should therefore be an obligation on all public officials if the country is to undertake sustainable development in order to attain its Millennium Development Goals (MDGs).
“It is also essential for procuring entities to undertake adequate procurement planning and prioritization of needs for effective purchasing,” he said, adding: “for NPPA to effectively carry out its responsibilities procuring entities must prepare acceptable annual procurement plans since there instrument constitute the basis on which the authority can develop efficient compliance monitoring framework.”
Justice Cowan further revealed that each of the procurement committees of the MDA,s is charged with the general responsibility to actively monitor procurement and remedy any defect prior to given approval for procurement actions, while adding that the advise of NPPA should always be sought if the committee is unsure of compliance with regulations.
He concluded by calling on all MDA’s and other
stakeholder to work in partnership with NPPA for a successful procurement process.
