POST: DEPUTY CHIEF REGISTRAR

THE POSITION

The core function of this role is judicial case management, judicial administration, records management and the provision of services for the efficient discharge of the judicial functions of the Members of the Court under the direction of the Chief Registrar. The Deputy Chief Registrar will assist the Chief Registrar in the performance of all official functions and will act in his absence.

DUTIES

v Attends Court sittings
v Supervises, monitors and co-ordinates the activities of the Court Registry under the direction of the Chief Registrar.
v Responsible for the acceptance, transmission and custody of documents under the direction of the Chief Registrar.
v Responsible for the preparation of minutes and records of proceedings under the direction of the Chief Registrar.
v Under the direction of the Chief Registrar, will assist the Court, the President and the Judges in all their officials functions.
v Supervises, monitors and co-ordinates the processing and service of all application and the execution of the judgments of the Court under the direction of the Chief Registrar.
v Monitors the translation of all pleadings into the officials languages of the Court.
v Plans, supervises, monitors and co-ordinates the duties and programmes assigned to the Registry Department for the accomplishment of the institutions mandate under the direction of the Chief Registrar.
v Supervises, monitors and co-ordinates Docket management, record keeping, judicial record management, automated case file management, control indexing and retrieval mechanisms under the direction of the Chief Registrar.
v Prepares the Departments draft budget under the direction of the Chief Registrar.
v Performs any other related tasks as may be assigned by the President or the Chief Registrar.

QUALIFICATIONS / EXPERIENCE / SKILLS

v A minimum of Masters Degree in law.
v Twelve (12) years professional experience including six (6) years relevant international experience and five (5) years in a supervisory or managerial capacity.
v Possession of a higher degree would reduce the required professional experience to ten (10) years with five (5) years in a supervisory or managerial capacity.
v Experience in a variety of private and public institutions preferably in a multi-cultural setting and in an international institution would be and advantage.
v Leadership skills and ability to work in a multicultural team.
v Good interpersonal and social skills for working with peers and subordinate staff.
v Able team player
v Good communication skills.
v Must be computer literate.

AGE

The Officer should not be over fifty (50) years old at the point of recruitment.

LANGUAGE REQUIREMENT

Must be proficient in one of the languages of the Court; English, French and Portuguese. A working knowledge of another would be an advantage.

POST: DIRECTOR, RESEARCH, COMMUNICATION AND DOCUMENTATION

THE POSITION

The core function of this role is to provide legal research for the judicial functions of the Judges and to provide leadership and management for the Research Communication and Documentation Department. The Director is responsible for the co-ordination of the functions of the Research/Legal Affairs Division, Library and Documentation Division and Communication Division and works under the supervision of the Chief Registrar. He/she is the head of the department of Research, Communication and Documentation and reports to the President through the Chief Registrar.

DUTIES

v Provides leadership and management for Research, Communication and Documentation Department and co-ordinates the functions of the various Divisions in the Department.
v Responsible for conducting comprehensive and robust legal research and analysis for the Honorable Judges of the Court in all matters pending before the Court or on any issues as may be assigned by any Judge.
v Formulating and ensuring the implementation of efficient research and analytical strategies for providing legal research for the efficient discharge of the judicial functions of the Judges.
v Formulating and providing legal opinions, giving legal advice and drafting and vetting legal documents.
v Develops and implements programmes and strategies for the development of ECOWAS Community law and for the harmonization of the judicial and legal systems in the West African Sub region.
v Responsible for organizing seminars, conferences and workshops to facilitate the intellectual and professional development of the institution.
v Supervises, monitors and co-ordinates programs, policies and strategies aimed at raising awareness about the institution, its activities and judicial functions the institutions website and for ensuring the effective collection and dissemination of information about the institution.
v Supervises, monitor and co-ordinates programmes and strategies for enhancing the library stock and research materials of the institution, access to global research data base and for the establishment of an innovative documentations policy.
v Plans, supervises, monitors and co-ordinates the activities, duties and programmes assigned to the Department for the accomplishment of the institutions mandate.
v Develops and provides strategies direction to the Department.
v Prepares the Departments draft budget.
v Performs any other related tasks as may be assigned by the President, a Judge or the Chief Registrar

QUALIFICATION / EXPERIENCE / SKILLS

v A minimum of Masters Degree in law.
v Twelve (12) years professional experience including six (6) years relevant international experience and five (5) years in a supervisory or managerial capacity.
v Possession of a higher degree would reduce the required professional experience to ten (10) years with five (5) years in a supervisory or managerial capacity.
v Qualification and experience in Mass Communication or in Documentation would be an added advantage.
v Experience in a variety of private and public institutions preferably in a multi-cultural setting and in an international institution would be and advantage.
v Evidence of substantial scholarly research experience or publications in law would be an advantage.
v Leadership skills and ability in a multicultural team.
v Ability to build partnership with other institutions.
v Strong capacity for comparative analysis, legal reasoning and in-depth analysis of case law, substantive and procedural law.
v Good communication skills.
v Able team player.
v Must be computer literate.

POST: DIRECTOR OF ADMINISTRATION AND FINANCE
GRADE: D1 (UA 33, 751.24-41, 932, 74)

THE POSITION

Reporting directly to the Bureau of the Community Court of Justice. The Director of Admin and Finance is responsible for the day to day running of the administrative secretariat of the Court and is the channel of communication between the Departments and the President on administrative matters. He/she is the accounting officer of the Court and the Head of the Department of Admin/ Finance.

DUTIES

v Responsible for the general administration of the Court under the authority of the President.
v Responsible for the day to day running of the administrative secretariat of the Court and shall be the channel of communication between the Departments and the President on administrative matters.
v He/she shall be responsible for all procedure for the recruitment of professional and locally recruited staff in accordance with the relevant ECOWAS Staff Regulations and shall chair the Advisory Committees in charge or recruitment of all categories of staff, except the Committee for the appointments of Directors, P6 and P5 team leader positions.
v Prepares the annual draft budget of the Court, based on the general guidelines provided by the Bureau as well as the work programmes of the Court.
v He/she shall be the accounting officer of the Court and shall submit quarterly financial statements to the Bureau through the President.
v Responsible for the generation of accurate, timely and complete financial information each month/quarter as required by the financial regulations; including but not limited to the balance sheet, income statement, budget to actual variance analysis, projected cash flow, key strategy indicators analysis, detailed analysis of Community levy proceeds, other accounts receivable and accounts payable, situation of the treasury, situation of staff provident funds and the situation of the assets and properties of the institution.
v Supervises the productions of quarterly financial statements including income and expenditure statements, balance sheet, cash flow projections, analysis of advances and related reports on timely basis.
v Develops a mechanism for the management and effective performance of all activities relating to financial accounting and payments of suppliers, payments for contracts, monitoring and management of banking relationships.
v Co-ordinates, control and implement administrative and financial procedures in accordance with relevant ECOWAS texts.
v Ensures the transparent management of funds from the Community Levy, funds from externals parties, donors and other funds provided for the Court.
v Plans, supervises, monitors and co-ordinates the duties and programmes assigned to the Admin and Finance Department.
v Oversee the supervision of personnel of the Admin/ Finance Department which includes work allocation, training, and problem resolutions and the evaluations of the performance of the staff of the department.
v Performs any other related as may be assigned by the Bureau.

QUALIFICATION / EXPERIENCE/ SKILLS

v A minimum of Masters Degree in Finance, Accounting, Management or Administration.
v Twelve (12) years professional experience including six (6) years relevant international experience and five (5) years in a supervisory or managerial capacity.
v Possession of a higher degree in the relevant field would reduce the required professional experience to the (10) years with five (5) years in a supervisory or managerial capacity.
v Possession of a formal professional Accounting qualification e.g. CA, ACCA, CIMA etc would be an advantage
v Must be fully functional in all aspects of Financial Accounting Software and a detailed knowledge of at least one major Accounting Software.
v Exceptional ability to work independently.
v Excellent knowledge of Financial Accounting principles and concepts in order to perform tasks in accordance with the generally accepted Accounting Principles.
v Inter personal skills necessary to train others in performing key Admin and Financial activities and supervise their work.
v Able team player.
v Good communication skills.
v Ability to set and meet deadlines including strong ability to manage multiple tasks to completion at the same time.
v Ability to make recommendation on administrative and financial decisions to the Bureau.
v Must be computer literate.

The Officer should not be over fifty (50) years old at the point of recruitment.

OTHER CONDITIONS

The candidate must be a citizen of an ECOWAS Member State.
