Second interactive meeting with GSM operators

The National Telecommunications Commission (NATCOM) at its second interactive meeting with GSM operators held on the 2nd and 9th December 2008 at Mamba Point, Wilberforce in Freetown to discuss pertinent issues that require the urgent attention and response of GSM operator resolved as follows:

* That NATCOM will continue to recognize the concerns and constraints of telecommunications operator in the country and in that regard is committed to meeting with sector players more regularly to discuss issues significant to the development and effective regulation of the Telecommunications industry in Sierra Leone.
* That relevant issues which are of great concern to the telecoms industry, the consumer and the Regulator; relating to regulator cost, tariffs, interconnection charges, submissions of annual reports and books of account, quality of service, the issuance of sim cards, new licensing regimes, universal access and consumer care management and satisfaction, were exhaustively examined and constructive recommendations agreed upon.
* That a working committee consisting of officials of NATCOM, the Ministry of Information and Communications and representatives of GSM operators was set up to look into the issue of the unrestrained issuance of sim cards by GSM operators and make recommendations on the methodology for the future accreditation and registration of sims.
* That NATCOM in consultation with the telecommunications industry and in collaboration with technical support from the International Telecommunications Union (ITU) would soon embark on a comprehensive market research aimed at developing a cost model that will guide both the regulator and GSM operators in determining and reviewing regulatory charges, tariffs and interconnection rates.
* That NATCOM will meet shortly with operators to discuss and agree on the time table for the official launching of the Universal Access Development Fund and the commencement of payments into that fund by operators and service providers.
* That NATCOM will remain an independent commission committed to effectively execute its functions as a regulator in line with international best practice.
