Job Vacancy: Programme Officer

Organization profile and background: Deutsche Gesellschaft fur Techyische Zusammenarbeit (GTZ) is the implementing agency of the German Federal Government. Its mandate is to resettle and reintegrate unemployed youths resettlement so as to empower them to become economically productive thereby reducing poverty and social hazards caused by increased unemployed youth population in urban and mining areas in the country.GTZ EPP Youths Reintegration Project was set up as a special project of GTZ through bilateral cooperation between the governments of Sierra Leone and the Federal Republic of Germany. The Sierra Leone government partner agency is the Ministry of Labour and industrial Relations. The project is funded by the German Government through its Ministry of Development & Cooperation (BMZ). It began in January 2009 and will initially operate for five years, with a possibility of extension.

The project will contribute to:

Stabilization of food security and peace activities in target areas
Reintegration of inhabitants of severely war-affected communities
Promotion of self employment and socio-economic development.

The project is community based and included interventions in community services, peace building and conflict management, agriculture, community health, sanitation and nutrition and HIV/AIDS awareness, and income generation..

Job Title: Programme Officer
Location: Based in Kenema with frequent visits to project sites
Job purpose: The nature of his/her duties shall essentially be as follows:

- Ensure complementariness between and consistency in EPP-Program intervention and strategies.
- Harmonize intervention strategies within GTZ-Project and Activities.
- Lead participatory project strategy development and planning concerning conservation practices and value chain issues, engaging the socially excluded and marginalized groups in society such as women, young people and the disabled.

Responsible to: Project Manager
Responsible for: Sector Advisors and Field Staff

Main Responsibilities:

Coordinates all project / programme activities.
Liaise with government line ministries to ensure consistency between national policies and project intervention strategies.
Monitor project performance of sector-advisor and provide feed-back to Senior Management and local partners.
Lead the development of annual plans and budgets in lead with advisor.
Lead the development of value chains with the sector advisors
Review and upgrade an Operation
-and he Intervention-Manual in collaboration with advisors.

Assures adequate training and the Quality Performance of Advisor, District Officers and related staff

Experience: At least three years experience as head of programmes in a multi-sectorial rural development organization. experience in programme planning and coordination is a requirement

Education: A Master Degree in Rural Development or equivalent from a recognized Institution/University

Languages: English (oral and written).Kono and/or Kissi will be an advantage.

Computer Skills: Working Knowledge in Microsoft word, excel and power point is a requirement. Working knowledge in Microsoft access will be an advantage.

Salary: GTZ EPP Intermediate Scale; Grade and starting level depending on qualification and experience.

Contract duration One year initially, subject to renewal.

- Studying the economic impact of the activities and creates value chain (s) - Developing strategies for the acquisition of funds and/or grants for the target groups (see other donors like World Bank/WB, AfDB, IFAD, etc)

Main Responsibilities:
Develops appropriate strategies for the implementation of all income generation and small scale enterprise activities targeting women and youth especially.
Relates with Implementing Partners for income generation and local enterprise activities and coordinates meetings workshops on project in come generation and local enterprise activities.
Monitors the implementation of income generation and small scale enterprise activities.

- Assures quality-raining and performance of implementing Partners for income generation and small scale enterprise activities.
- In Collaboration with partners develops strategies for the acquisition of funds and /or grants to support implementation efforts of target groups e.g farmers associations.
Experience:
The Income Generating Activities Advisor must have worked for at least three years in projects preferably in community-based multi-sector programmes.She /He must have significant experience in Community small-scale business enterprise development and management
