PRESS RELEASE

The National Public Procurement Authority (NPPA) is totally disappointed with the front-page story in the New Vision of Friday 6th February 2009 with the headline:

DEFENCE MINISTER UNHAPPY WITH PROCUREMENT RULES

The procurement rules and regulations are provided for by an Act of Parliament and have been found to be quite effective over more than four years of procurement reform and the NPPA has statutory, regulatory and oversight responsibility for national procurement. The Ministry of Defence which the New Vision says is not happy with procurement rules and regulations has been a flagship Ministry in the past for following procurement rules, and the NPPA wants this status sustained and even improved upon.

The NPPA is non-political. It is a professional institution that is not affiliated to any political interest, either now or in the past and it completely abhors getting involved in political infighting.

The NPPA does not believe in the credibility of the New Vision statement that ".. a source at the NPPA who spoke to this press said that the Defence Ministers request is just a way creating loopholes that existed in the past for the APC to fleece the country" as the only credible sources of information at the NPPA are the CEO and the Communications Department, and neither of these have spoken to the New Vision on this matter.

The NPPA therefore completely dissociates itself from this kind of negative and unethical journalism aimed at discrediting the present Government which has been in the forefront of public procurement reform, even when the party was in opposition.

As for calling for a repeal of the procurement rules and regulations, we believe that as long as the laws are in force every citizen has to obey them, until they are repealed, revised or amended through legally instituted channels. There is no choice in the matter.

We refuse to be drawn into anybodys politically skewed information system with the intention to gain political leverage at a time when the procurement reform process is taking hold as illustrated by a recently concluded training workshop for board members, commissioners and heads of government subvented agencies at the Bank Complex, Kingtom.
