Significant Changes at IRCBP in Sierra Leone

Significant staff changes have been made at the Institutional Reform and Capacity Building Project (IRCBP). The changes constitute a crucial step by the Ministry of Internal Affairs, Local Government and Rural Development towards ensuring heightened efficiency in Sierra Leones Decentralization Programme.

Emmanuel Gaima who served in the capacity of Director of the Decentralization Secretariat (Dec-Sec) since the inception of the programme in 2004, is now Acting Coordinator of the IRCBP, while Alhassan Kanu who held the post of Programme Manager of the Secretariat, now acts as Director.

Prior to this new arrangement, Emmanuel Gaima doubled as Director of Dec-Sec and Acting Coordinator of IRCBP, following the resignation of Peter Kaindaneh as Coordinator in the second half of 2008. Alhassan Kanu was Capacity Building Manager between 2004 and 2006, when he became Programme Manager.

Former Legal Officer Floyd Alex Davies is now acting as Programme Manager of Dec-Sec, while Capacity Building Officer, Jonathan Kpakiwa, is now Acting Capacity Building Coordinator.

The IRCBP was created in 2004 to manage the implementation and coordination of the Decentralization programme which falls within the broad World Bank support framework following the abandonment of the local government system some thirty years earlier.

The IRCBP constitutes four specialized Units, the Decentralization Secretariat being the central Unit. The other Units are the Local Government Finance Department, the Public Financial Management Reform Unit and the Project Coordinating Unit.

The changes are in furtherance of the desire to work towards further improving the status of the devolution process and other crucial decentralization arrangements such as the own source revenue collection drive by local councils.

The Decentralization Programme entered its second phase in 2008 and all nineteen councils are now fully functional.

The IRCBP dishes out training programmes to local councils staff, (especially finance staff) from time to time in a bid to ensure efficiency in their financial transactions.

Over the years, Mayors, Chairmen and Councilors have benefited from study tours to other African countries considered to have reached an advanced stage in their decentralization processes. The second phase of the programme is expected to end in 2011.
