The PAGE program (promoting Agriculture, Governance, and the Environment is implemented by a consortium of organizations led by ACDI/VOCA including ARD Inc, and World Vision and financed by USAID. The Page project through ARD Inc, is inviting applications for the post of Natural Resources Management (NRM) Officer (4). (Kono, Kailahun, Kenema, Koinadugu)

Women especially are encouraged to apply

Contribute to improving NRM and sustainable agricultural practices in the four districts.

Major responsibility

To support and managed all NRM related field activities; increasing participation in forest management, improving biodiversity and encouraging socially and environmentally sustainable economic growth.

Specific Responsibilities:
Introduce and promote forestry co-management, agroforestry and other decentralized models of forest management at the district level.
Introduce and promote NRM practices and sustainable approaches to agricultural production at the district level.
Support and implement socio-economic, ecological, biodiversity and other types of resources inventory surveys on an as needed basis.
Make linkages between livelihood opportunities and NRM opportunities such as Non-Timber Forest Products development and Payments for Environmental Services.
Proactively engage local stakeholders (local government, traditional authorities, civil society and communities) in participatory planning and management of natural resources.
To encourage and stimulate full participation by all community members with special attention to those who are usually forgotten, marginalized and overlooked in community decision making especially women and youth.
Help integrate NRM best practices into economic growth activities.
Represent PAGE at meetings and consultations relating to NRM and governance issues at district level.
Contribute to identification of key actors and institutions within the NRM sector (key stakeholders/policy makers and strategic alliances/ partners at district level.
Encourage civil society to actively interact with local government: collaborate with and support local councils, lines ministries, community-based organizations and other partners in implementing planned NRM activities.
Support integration of NRM best practices into the design of district development plans.
Promote civil society interaction with the press and the government to advocate for transparent distribution of natural resources wealth and promote downward accountability.
Support local level implementation of legal policy framework in an equitable, participatory and transparent manner.
Undertake capacity building and mentorship for civil society, chiefdom authorities, district councilors, ward committee members partners and staff.
Undertake periodic surveys and consultations as and when necessary.
Support the capacity needs of farmers, women and youth to advocate and lobby on behalf of their economic needs.
Support organizations and groups to improve their watchdog and advocacy skills
Promote the enabling environment for women and youth groups to effectively access and participate in producer agribusiness.
Develop training manuals and handbooks for trainings as and when necessary.
Promote gender equality at all levels.
Identify and establish linkages and networks with relevant stakeholders including GoSL-local government, tradition authority, CSOs and communities for collaborative and effective project implementation.
Provide regular reports and updates on PAGE interventions in selected communities
Any other duties as assigned.

Education/ qualification
A degree in natural resources/ environment or agriculture, or social science from a recognized institution with 4-6 years experience in community development of field based NRM work.

Knowledge skills and abilities

Skills and experience in environmental and/or forest management and assessment.
Experience with promoting/implementing agroforstry practices and community based NRM at the local level.
Possess practical experience in promoting improved governance and NRM best practices at the local level.
Experience with participatory methods for social research
Must have the capacity to proactively engage local stakeholders (local government, traditional authorities, civil society and communities).
Basic computer and internet competencies especially in Word, Excel, Access, Power Point
Good time management skills and critical thinking and analysis skills
Inspires other staff members to set challenging and achievable goals.
Proven facilitation and capacity building skills in training staff and partners
Monitoring and evaluation skills
Must possess the capacity to promote conflict prevention and resolution within communities.
Good communication, writing, interpersonal and public speaking skills
Reliable and trusted personality with integrity.
Ability to ride a motorcycle or willingness to learn.
