INVITATION TO BIDS
(IFB)
MINISTRY OF HEALTH AND SANITATION

Bid No: GOSL/NCB/011/09- SUPPLY OF DIET TO TERTIARY HOSPITALS ISSUE DATE: 10th February 2009

1. The Government of Sierra Leone under the 2009 budgetary provisions has made available funds to the Ministry of Health and Sanitation for the provision of Diet to Tertiary Hospitals.
2. The Ministry of Health and Sanitation now invites sealed bids from eligible bidders for the supply of:

(i) Food stuff
(ii) Rice
(iii) Bread
(iv) firewood and/or Charcoal
(v) Sundry items

3. The hospitals to be supplied with the above items include the following:

Connaught Hospital General and Annexe
PCM Hospital, General and Annexe
Childrens Hospital, Nutrition Clinic and Therapeutic Feeding Centre
Kissy Mental Hospital;
Lakka Hospital
Makeni Hospital, Nutrition Clinic, Therapeutic Feeding Centre
Bo Hospital, Nutrition Clinic and Therapeutic
Kenema Government Hospital, Nutrition Clinic and Therapeutic Centre

Bidding is open to all suppliers who can demonstrate that:

They are fully registered to do business in Sierra Leone and have all tax obligations to NRA.
That they have the financial capability to pre-finance the supply of diet for a minimum period of three months without receiving any funds from Government.
They have a valid tax clearance certificate from NRA.
That they have a valid Social Security Clearance certificate.

4. Bidding will be conducted through the National Competitive Bidding Procedures specified in the Rules and Regulations Governing Public Procurement in Sierra Leone and is open to all firms which meet the qualification requirements stated above.
5. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address below between 9:00am to 4:00pm each week day:

6. A complete set of bidding documents may be purchased by interested bidders from the procurement Unit, 4th Floor, Youyi Building, Freetown, upon payment of a non refundable fee of Le 300,000.00 (Three Hundred Thousand Leones).
7. Bids must be delivered to the Office of the Ag. Procurement Manager, Ministry of Health and Sanitation, 4th Floor, Youyi Building, Freetown on or before 12:00 hours on 13th March 2009. All bids must be accompanied by:

Bid security of Le 5,000,000.00
A valid tax Clearance Certificate
A valid business Registration Certificate
Evidence of financial Registration Certificate finance the contract for a minimum period of three months
Valid Social Security Certificate

Bids will be opened in the presence of bidders or their representatives who choose to attend at 12:00 hours on the 13th March 2009 in the Conference Room of the Ministry of Health and Sanitation, Mid Wing 4th Floor, Youyi Building.
