Justice Sector Development Programme (JSDP)


The Justice Sector Development Programme (JSDP) supports the Government of Sierra Leones Commitment to enabling access to affordable Justice, supporting the Rule of Law, and improving safety and security


Project Coordinator-Pilot Programme for a Legal Aid Scheme in Sierra Leone


The role of the Project Coordinator is to pilot a Legal Aid Scheme for eighteen months. The scheme will involve the provision of free Legal representation, assistance and advice in the Criminal Justice System as well as Civil cases with a significant public interest element. The Project coordinator will be required to apply the Public Defender model of Legal Aid system with cases allocated to in house Lawyers. However some cases will be allocated to private Practitioners with a view to comparing the efficiency of the Public Defender with the Judicare model of delivering legal aid services. The role will also include collaboration with other legal aid providers, the Ministry of Justice, Parliament, the international community as well as the wider donor community with a view to establishing a permanent sustainable national legal aid scheme in Sierra Leone.

Key Tasks

Establishment of Project Office

Daily supervision and management of staff and the project office

Recruitment of Project Staff including Lawyers, Paralegals, Administrator and other support staff

Undertake periodic studies to assess demand, including number of complaints, arrests, detainees, juveniles, gender balance and suitability of premises

Consultation with key stake holders nationally and internationally

Management of the provision of legal representation assistance and advice in criminal matters and in selected civil cases

Liaise with Parliament, Justice Sector Co-ordination Office and the Ministry of Justice for the enactment of a National Legal Aid Scheme Act

Liaise with the Donor community for the funding of a national legal aid scheme

Preparation of monthly, quarterly, half yearly and yearly reports Monitoring of the progress against agreed indicators Dissemination of lessons learned during the pilot Such other tasks as may be specified by the Component Manager

Qualification and Experience

Qualified to Practice Law in Sierra Leone with at least eight years post call experience

Must hold at least a Masters Degree in Law with specialization in Human Rights Law or Criminal Justice

Must have excellent knowledge about legal aid issues/access to justice by the poor in Sierra Leone

Must have experience in the representation of indigent accused persons on pro bono basis

Experience in managing staff for a period of at least 5 years

Must have excellent research and analytical skills

Ability to achieve targets and goals within tight deadlines
Ability to work in a team
Well developed IT Skills
