VACANCY ANNOUNCEMENT

Background

The Government of Sierra Leoneís Justice Sector Reform Strategy and Investment Plan (JSRSIP) 2008 to 2010 sets out a holistic reform and investment approach for the period 2008 to 2010 for the Ministries, Departments and Agencies that together make up the Justice Sector. The Strategy outlines governmentís reform and development spending priorities for the sector. Its implementation structure is linked to the governmentís resource allocation process primarily through the sectorís Technical Working Group comprising the vote controllers for each institution in the sector.

The Justice Sector Coordination Office (JSCO) established within the Ministry of Justice is responsible for driving the JSRSIP forward. Under the guidance of the Coordinator, the Technical Working Group (very senior representatives of the justice sector institutions and civil society organizations) will be engaged in both coordinating the many interventions required for achieving specific targets and monitoring the results achieved.

Position

The Coordinator of the Justice Sector Coordination Office.

Reporting Line

The Coordinator Reports to the Attorney General & Minister of Justice through the Solicitor General.

Key Tasks

Driving forward the implementation of the Justice Sector Reform Strategy, reviewing it at the appropriate time and being responsible for its revision and renewal

Working with institutions in the Sector to enhance cooperation, coordination and communication between them at the policy and operational level;

Working with institutions in the Sector to assist them link Sector and institutional objectives to resource allocation within GoSL budgeting processes;

Appraisal of, and where appropriate, approval of proposals by MDAís for funding from Sector Budget Support for activities identified in the Justice Sector Reform Strategy that are earmarked for such funds.

Working with the Technical Working Group to ensure the efficient and effective use of resources across the sector, including identifying and taking forward efficiency savings;

Ensuring effective monitoring and evaluation of the Justice Sector Strategy within the framework of PRSP monitoring and evaluation, including coordinating joint GoSL / donor reviews of implementation of the Strategy;

Acting as Secretary to the Justice Sector Leadership Group and the Technical Working Group;

Ensuring effective donor co-ordination under the framework of the Sector Strategy; and

Ensuring effective participation of non-Government stakeholders (especially civil society) in Strategy implementation, and monitoring and evaluation.

Work closely with the Justice Sector Development Programme.

Qualification and Experience

Must hold at least a relevant postgraduate qualification
Extensive project and management experience
A track record in managing development projects
Knowledge of the Justice Sector
Strong leadership, influencing and team working skills
Ability to achieve targets and goals within tight deadlines
Well developed IT skills
