CALL FOR PROPOSAL
SUPPORT FOR REGIONAL INTEGRATION IN WEST AFRICA
9ACP ROC 15 ECOWAS / UEMOA OPEN CALL FOR PROPOSAL NON-STATE
ACTORS PARTICIPATION IN THE REGIONAL INTEGRATION PROCESS

ECOWAS/UEMOA Commissions are calling on all regional Non-State Actors (NSAs) and Regional Network (RNs), research institutions, trade union organizations, civil society in all its diversity, economic and social partners to respond to the Call for Proposals on regional integration issues.

Goals and Purpose of the Call

The goals of the Call for Proposals is to:

Support Non-state Actors participation in the regional integration process in West Africa.
Re-enforce cooperation between Non- state Actors and regional organization in the context of West Africa regional integration;
Build capacities of ECOWAS Commissions in the preparation, the launch and the evaluation of tenders in accordance with existing regulations.

Expected Results of the Call

As expected results, the beneficiary NSA will be able to:

Gather information on the regional integration stakes and processes and to discover the importance and impact of the EPA negotiations between West Africa and the European union;
Respond to and dialogue with the Regional Organizations and Member State authorities and the participate in the formulation of policies, strategies and programmes;
Re-enforce the regional networks and activities in the field of regional integration, particularly economic integration and trade, freedom of movement, peace and security, democracy and good governance.
Participate in major ECOWAS and UEMOA meetings.

Available resources

Each legible organization can apply for a minimum of Euro30,000 and maximum of Euro75,000.

The minimum initial planned duration of an action is six (6) months and a maximum of ten (10) months; action must take place in Member State of ECOWAS and or Mauritania.

Conditions for eligibility

i. Applicants must be legal persons whose organization is non-profit making;
ii. Be nationals of a Member State of ECOWAS or of Mauritania;
iii. Have suitable and sufficient financial resources to ensure organizations continuity through out the project and capable of project part-financing;
iv. Have a minimum of two years relevant professional experience in regional integration activities and possess demonstrable capacity to manage initiatives commensurate with the indicative project size.

Priority Sectors of the Call

i. Achievements of a customs union and common market in West Africa;
ii. Development of a macro-economics surveillance system in West Africa.
iii. Enhancement of acceptance of locally produced goods in the global market through standardization harmonistion of business laws, elimination of trade barriers etc.

Eligible Actions

One or a combination of the following actions will be eligible for support.

i. Thematic fora and seminars on regional integration issues.
ii. Training on ECOWAS and UEMOA policies and procedures, advocacy and research skills;
iii. Promotion of regional networks, coordination of interventions, consensus building;
iv. Support to the three priority sectors.

Deadline for submission of Application Form is May 15, 2009 at 17hrs. ECOWAS commission has the responsibility to check the administrative compliance of all received applications.

Deadline for the dispatch of information to the applicants on the opening s and administrative check is May 30, 2009.
