The management of ENCISS (Enhancing the Interaction and Interface between the Civil Society and State to imporve Poor People's lives) wishes to inform the general public that on Tuesday 24th March 2009 the Directors of the programme paid a courtesy call to His Excellency Dr. Ernest Bai Koroma, President of the Republic of Sierra Leone at his State House office where they they discussed the following issues:

a) Convening a national forum involving diverse stakeholders in Sierrra Leone to dialogue on building nationhood and consolidating peace in the country.
b) Seeking Government support for endorsement of the National Collaboration Strategy as a framework for civil society and state engagement in Sierrra Leone.
c) Introducting His Excellency to the idea of ENCISS evolution into an independent organisation d) Informing Government about ENCISS expansion into additional districts in the country.

During the meeting, the ENCISS team applauded Government for introducing the Agenda for Change in Sierra Leone' governance which in their assessment, could be a good route to building a well-managed state in Sierra Leone. The ENCISS team noted that national cohesion and stability are essential for the Preisdent's Agenda for Change to be effectively implemented. The ENCISS team proposed to the President to leade a national dialogue in the week of the 27th April, 2009, making a moment of sober reflection on the 48th independence anniversary and building consensus among all stakeholders on key achievements to be made, as Sierra Leone moves towards its Golden Jubilee in 2011. The president pledged his total support to be part of a national dialogue process where Sierrra Leoneans of all shades of opinion, can discuss how they as a people, can consolidate and advance the gains made in the areas of peace and stability.

The ENCISS Executive Director informed the President about a National Collaboration Strategy (NCS) Document

that has benefited from nationwide consultation in its preparation and has been submitted to cabinet for. Government's endorsement. ENCISS introduced the NCS as a framework to guide the relationship between civil society and the state with the aim of building a more positive and mutually re-enforcing relationship, which can benefit both and contribute to improving the quality of life for citizens. His Excellency consented to follow up on the NCS with the relevant agency of Government to ensure that cabinet discuss the document. Concerning ENCISS evolution into an independent organization. ENCISS informed the President that at the moment, ANCISS is a DFID-UK sponsored progamme that is managed by CARE International Sierra Leone. ENCISS is considering becoming an independent institution recognised in the laws of Sierra Leone. The President advised the ENCISS team to weigh then options for independence very seriously giving due consideration to the sustainability of the progamme. The President also encouraged ENCISS to do further consultations with citizen Government and development partners to derive a suitable option from the consultations.

ENCISS also informed the President that the programme is current carrying out operations in four districts, Bombali, Bonthe, Western Area Rural and Koindugu districts but is planning to expand to an additional district in the eastern region very soon.

The meeting ended with ENCISS expressing sincere appreciation to His Excellency President Koroma and his Government for their support in working towards achieveing the projects overall objectives.
