Position: Administrative Officer
Salary Range: Attractive
REPORT TO: Finance Admin officer, Freetown
Project: Inclusion
LOCATION: Makeni/Kenema/Bo/Koidu

JOB SUMMARY

The Administrative is charged with the responsibility for the daily and long term programme support functions/he is responsible for supervising sub-office administrative, human resource and procurement aspect of the sub-offices She will work with the general accepted best practices of general administrative and human resources policies and procedures of SLANGO.

KEY RESPONSIBILITIES

General day-to-day Administrative, Human Resources and Logistics functions
Procurement of Goods and Services
Maintain Regional Office Property and Assets Records.
Vehicle and Workshop Management
Ensure the effective maintenance and up-keeping of Office

QUALIFICATIONS AND REQUIRED COMPETENCIES

A First Degree in Business Administration is required; however an Accredited Diploma (HND or equivalent) in Business/Office Administration with relevant work experience shall be considered.
Minimum of three years of progressive experience in office administration preferably in an NGO environment or with an international organization.
Strong familiarities with office administrative systems, human resources, inventory, asset management, transport, procurement control and security
Possession of the ability to adapt, enhance or create new systems appropriate to SLANGO
Excellent motivation and interpersonal skills.
Be skilled in trouble shooting and problem solving.
Good judgement, integrity, loyalty, discretion and objectively required.
The ability to manage, develop and appraise staff.
Fluency in written and spoken English. Knowledge of the local dialect will be an asset.
Advanced computer skills in Microsoft office (MSWord and MS excel in particular.
Flexibility in response to the demands of the job.

WORKING CONDITIONS

This position will be based in either Makeni/Bo/Kenema/Koidu.

The incumbent will be required to travel to Freetown and operational districts as necessary.

JOB PROFILE

JOB TITLE: Finance & Administrative Officer
SALARY; Attractive

JOB PURPOSE:

1. To manage day-to-day transactions and compile financial data to assist the Programme Coordinator in reporting on project activities and outputs, manage office inventory and junior staff and manage procurement and other administrative task.
2. to assume full responsibility for all personnel matters in compliance with the labour laws of Sierra Leone.

REPORTING LINES:

Post-holder report to: Chief Executive Officer Staff reporting to this post: Regional Managers, Secretary Office Assistant and Drivers

BUDGET RESPONSIBILITY: n/a

DIMENSIONS:

1. Assist the Programme Coordinator in the development of financial and administrative systems and procedures.
2. Assist the Programme Coordinator in the enactment and development a personnel policy for SLANGO
3. Assist in the development of project quarterly financial plans and budgets
4. Assist, support and coordinates monthly/quarterly partner/donor financial reporting process as and when due.
5. Liaises regularly with field offices on financial and administrative matters.

KEY RESPONSIBILITIES

Ensure compliance with accounting obligations in country including tax liabilities
Manages bank and cash balances including cheque and invoice payments, expenditure coding and reconciliation. May manage tax reimbursement.
Ensures accuracy and timeliness of all financial and accounting reports
Produces monthly financial management information for program coordinator.
Maintains fixed asset register including inventory in Freetown or field offices and ensures that field office maintain the sub office inventory.
Manages team members, setting performance targets and conducting reviews as and required.
Support and assist field staff in the program requirement by providing competitive quotations on supplies and making recommendations.
Processes all supply requests and ensures timely delivery of programe materials requested.
Ensures that all SLANGO vehicles are managed and maintained to the required standard including licensing and insurance.
Generals and manages information reports on regular basis.

a) Vehicle consumption and maintenance cost
b) Generator fuel consumption
c) Office supplies usage and stock
d) Procurement

SKILLS AND COMPETENCE Required

Degree in Accounting or HND in Business Studies and Accounting and at least 3 years of similar experience preferably in an NGO.
Knowledge and understanding of standard financial policies, procedures and practice
Customer focus and efficient practice
Proven experience of staff performance management
Good team building skills and ability to respond to staff challenges in a positive and encouraging manner.
Ability to work effectively under pressure with minimum supervision
Ability to work with Microsoft Word and Excel
Strong commitment to equal opportunities and gender equity
Computer literacy: familiarity with standard office software packages
Strong sense of integrity and personal commitment to the goals of the SLANGO

Desirable

Knowledge of GoSL regulations for NGO operation
Ability to drive (with a valid local drivers license)

MAIN PURPOSE OF JOB

Managing the ICT Department of SLANGO
Designing, Implementing and Maintaining SLANGO Website and Database
Supervising Regional ICT Officers

REGULAR ASSIGNED DUTIES

Develop, implement and maintain SLANGOs website
Create and Manage SLANGOs web pages contents.
Lead the strategic development of the databases for SLANGO
Manage the SLANGO database
Manage SLANGO ICT systems
Maintain up to date Database of SLANGO ICT equipment
Design and facilitate training workshop for SLANGO staff
Supervise Field ICT Officers
Any additional duties that may be requested by the Director.

Education/Qualifications:

BSc. In Computer Science option Database or equipment professional qualification in Database and Web Design. CIW, ASP or MCDBA will be an advantage.

Knowledge, Skills, and Abilities

Have a demonstrated flair for the creative design of Websites.
Have the technical competence to design, build and
Maintain innovative Internet based systems.
Have strong HTML HTML skills and have experience in some of the following: Cascading Style Sheets, XML, Server side Programming (PHP, Perl etc), Web Authoring tools, Photoshop, Flash, multimedia
Strong. NET skills (C# and ASP NET), ADO.NET, XHTML, CSS, DHTML, XML together with GUI design skills
Practical experience of Microsoft n-tier architectures
Working knowledge of JavaScript
Have the ability to train others in Internet technologies and tools.
Experience with emerging database technologies.
Must have specific knowledge of Microsoft SQL, and Microsoft Access.
Must have able to work with other relational database systems.
Advanced programming knowledge in MS Access, Visual Basic and SQL Server
Experience in data management of a large data system within an organization
Desire to continue career improvement.

Managing the ICT Department of SLANGO Regional Office in.

Collecting, collating Data for SLANGO Website and Database.

Participate in SLANGO Training Workshops.

REGULAR ASSIGNED DUTIES

1. To provide IT support to SLANGO Staff.
2. maintains responsible use of work area hardware, software, peripheral equipment and tools.
3. assists in the implementation of the institutionally appropriate and effective disaster recovery plans.
4. Ensures anti-virus software is up to date on all PCs/ laptops
5. Maintains an up to date Data Backup
6. collects and collates Data for the SLANGO databases and Website
7. Facilitate in Training Workshop organized by SLANGO
8. Any additional duties that may be requested by the Director.

Education/Qualifications:

Diploma/degree in IT or its equivalent professional qualification. A+ or Network + will be an advantage

Knowledge, Skills, and Abilities

Technical skills should include an
excellent knowledge of the MS Office suite, hardware and software;
Troubleshooting ability in relation to Internet surfing and e-mail
The ability to answer PC, printer, network and telephone queries
Ability to work in a challenging environment with changing priorities/deadlines
Flexibility and adaptability
Strong communication skills
Evidence of teamwork/strong team player
Desire to continue career improvement.
