Marie Stopes Sierra Leone (MSSL) is a national NGO which uses modern management and marketing techniques to promote reproductive and sexual health rights and provide high-quality health services throughout Sierra Leone. MSSL is part of Marie Stopes Internationals Global Partnership which is in over 40 countries worldwide. Job Title: Research, Monitoring & Evaluation Manager
Reporting to: Technical & Operations Director
Locations: Freetown (with frequent travel to the provinces)
Duration of contract: 2 years

The Research, Monitoring & Evaluation Manager will have the responsibility for monitoring and evaluating all projects, to ensure that high standards are maintained at all times. They will also be responsible for overseeing all the organisations qualitative and quantitative research. The R, M&E Manager will work closely with the Project Managers and all the regional staff and stakeholders to achieve MSSL objectives.

Person Specifications:

A masters level degree in social sciences, medical statistics or in a field related to development
Experiences working with projects in designing monitoring and evaluation strategies and systems
Experience of conducting primary qualitative and quantitative research
Experience with management of different sources of data and multiple indicators
Experience of analysis and synthesis of quantitative and qualitative data sets, using data bases, such as SPSS
Must be familiar with working in rural areas with focus on participatory processes
Must be willing to undertake regular visits to the provinces and interact with different stakeholders
Must have experience of multitasking & managing complex regional or national level programmes
Must have excellent communication/interactive skills and must function well independently, as well as part of a team
Experience of commercial/market research would be an advantage

Main Responsibilities:

Design and coordinate a national-level, organisation-wide research, monitoring and evaluation strategy and system
Develop, produce and apply instruments and methodology required to collect relevant data relevant to all levels
Develop and conduct varied research, including: surveys, needs assessments, market research, consumer satisfaction
Collate, develop reports and disseminate MSSL findings and lessons learnt internally and externally
Commission and oversee research and evaluations undertaken by external agencies
Undertake regular visits to the field to support the implementation of M&E strategies
Identify and address M & E training needs of MSSL
Support the supervision of quality and timely implementation of programme activities of MSSL
Prepare and update monthly, quarterly, and annual monitoring and evaluation plans and reports
