TWO CONTRACTORS BID FOR TOKEH- LUMLEY ROAD CONSTRUCTION

Sierra Leone Roads Authority (SLRA) yesterday Wednesday 6th May 2009 opened bid for works contract for the construction of the Tokeh Lumley Road.

During the bid opening ceremony at the Ministry of Finance building, witnessed by dignitaries from National Authorizing Office (NAO), Representatives from the Ministry of Works, Finance, and officials of SLRA.

The Director General, Munda Rogers informed the gathering that three Contractors had initially expressed interest for the job but only two firms presented their bids for the Contract. The two are: China Railway Seventh Group and Campaigne Shalienne D Enterprise (CSE).

He maintained that the question about the legibility and technical competence of the two Companies cannot arise here, as he confirmed that the two companies are already mobilized and are currently undertaking construction works in the country.

The Director General cited the Freetown-Country Highway project being constructed by CSE and the Bo-Kenema and Makeni Matotoka Highway rehabilitation carried out by China Railway Seventh Group.

He underscored the importance of the construction of the Tokeh-Lumley road and lamented the embarrassment and troubles this project has caused to not only the government but also the citizenry resident in that area.

In his closing remarks after the two bids were opened, the Director General announced the formation of the Evaluation Committee to comprise of representatives from Ministry of Finance, Ministry of Works of Works, National Commission for Privatization, SLRA and the Technical Consultants with representative from the Strategic Planning Unit. He expressed the urgency of the work required of the evaluation team, and emphasized the Presidents desire for an immediate out come, not later than Monday 11th May, 2009.

In the fore-going, he informed the Evaluation team of a three-day hotel accommodation where they shall work assiduously to conclude the exercise for the selection of a Contractor who shall immediately commence work.

The Coordinator Strategic Planning Unit, Mr. A.R. Turay also expressed the seriousness and urgency of the road while considering the delay in the past.

The Chairman SLRA Board, Mr. A.C Dumbuya, in similar sentiment, called on the would-be Contractor to immediately mobilize every resource so as to start the work without hitches. He added, the residents of the area have suffered for far too long and are anxious to see the road work completed.

The Tokeh-Lumley Road construction was contracted to a Kuwaiti Company Burhan International but over the years failed woefully to accomplish the exercise.

SLRA recently received a No objection from the donors to terminate the Contract and re-bid it for the other Contractor to undertake the exercise.
