In Sierra Leone, Draft Chieftaincy Bill to be tabled in Parliament Today

For the first time in the history of Sierra Leone, the procedure for electing and appointing paramount chiefs and sub chiefs has been set out in the Draft Chieftaincy Bill Act 2008 that will be tabled before Parliament Today.


Speaking at a press conference organized by Campaign for Good Governance (CGG) and Partners in Conflict Transformation (PICOT) held at the Talking Drum Studio at Bathurst Street, Freetown, the Assistant Program Officer of CGG, Ibrahim Sesay, noted that a comprehensive review and reform of chiefdom governance is urgently needed to consolidate the gains of post war governance reform and ensure continued peace and stability.


He added that The case for reformation is not a case against tradition, but it is rather a case for the continued relevance of chieftaincy in a country that yearns for better governance, fair justice system, socio-economic development and greater accountability. He therefore called on parliamentarians to scrutinize the bill properly and ensure that the recommendations of CSOs for amendment be debated upon and included in the revised bill.


He disclosed that his organization and other partners have completed a regional sensitization and consultation in the
four regional headquarter towns and chiefdoms in order to create an interactive dialogue forum with the chiefdom people and to increase their awareness on the Draft Chieftaincy Bill 2008 and also for them to understand the perceptions of the community on the chieftaincy institution and its impact on the people.


The group hopes to make a representation today at the House of Parliament, to let the Parliamentarians know that what is so far contained in the bill about to be enacted leaves much to be desired, as it is not in the best interest of democracy and good governance.

 

In Kenema, the eastern provincial headquarter town, a massive demonstration against the enactment of the bill without taking into consideration the views of the civil society and those whose lives would be affected by it, is set to commence this morning.
