VACANCY ANNOUNCEMENT

The Council of Ministers of the Economic Community of West African States, ECOWAS, established, within the ECOWAS Commission, a Small Arms Unit with the mandate to monitor and coordinate the implementation of the 1998 ECOWAS Moratorium on the Importation, Exportation and Manufacture of Light Weapons, which has been transformed into the ECOWAS Convention on Small Arms and Light Weapons, their Ammunition and Other Related Materials in June 2006.

To strengthen the capacity of the Small Arms Unit to fulfil its mandate, the ECOWAS Commission is seeking to recruit highly qualified candidates for the following positions:

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Head of the Small Arms Unit, the Programme Officer Small Arms, will:

Assist in coordinating and following up Members States activities, especially through their National Commissions on Small Arms and Light Weapons;
Assist in developing and maintaining regular contact with relevant CSOs and NGOs working in the fields of Small Arms and Light Weapons;
Assist in gathering and dissemination of information regarding the problems of Small Arms and Light Weapons in the sub-region;
Assist in preparing all relevant reports of activities relating to the implementation of the Moratorium/Convention;
Perform other tasks as may be assigned by the Head of the Small Arms Unit

QUALIFICATIONS AND EXPERIENCE

A Bachelors degree in the Social Sciences preferably in Sociology/Political Science/ International Relations/Security Studies or related fields;
At least five (5) years cognate experience in National, Regional or International Organisations;
Possession of a higher degree would reduce the required experience to three (3) years;
Good proven knowledge on Small Arms and Light Weapons and security related issues;
Knowledge of the ECOWAS policy and operational framework for controlling the proliferation and trafficking on Small Arms and Light Weapons may be an advantage;
A working experience with the National Commission on Small Arms and Light Weapons and Civil Society Organisations may constitute an advantage;
Excellent Interpersonal and communication skills;
Ability to work under pressure and handle politically and culturally sensitive issues
Good knowledge of Microsoft Office tools

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Head of the Small Arms Unit, the Programme Officer Information Technology and Database Management will:

Ensure the design, maintenance and management of the regional small arms and light weapons web-based database management systems to be used for peace support operations;
Assist Member States in establishing or reviewing national database management systems of small and light weapons.
Review if necessary and maintain the Database for the Management of the Exemption Procedures to the ECOWAS Moratorium /Convention on Small Arms and Light Weapons.
Develop data collection templates to report activities related to small arms and light weapons in the Members States.
Collect data from other sources including on-line news media in Member States, and use same to enrich Contents of the arms register and database.
Ensure the design and installation of application of a database management system and the establishment of appropriate links with existing applications and other data processing systems.
Provide general Information Technology support to the ECOWAS Commission Department for Peacekeeping and Regional Security.
Assist in the effective conduct of research activities on the issues of Small Arms and Light Weapons.
Perform other tasks as may be assigned by the Head of the Small Arms Unit.

QUALIFICATION AND EXPERIENCE

A Bachelors degree (BSc or its equivalent) in Computer Science Information Systems, any relevant Science, Engineering, Social Science field or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired
At least five (5) years progressively responsible professional experience in Information Technology particularly in designing, modeling, developing and supporting DBMS;
Possession of a higher degree would reduce the required experience to three (3) years;
Previous experience with a regional or International Organization would be an advantage;
Proven knowledge on Small Arms and Light Weapons and security related issues.
Knowledge of the ECOWAS policy and operational framework for controlling the proliferation and trafficking in Small Arms and Light Weapons would be an advantage
A working experience with the National Commissions on SALW and Civil Society Organization would be an advantage;
Strong theoretical background and substantial experience in Internet/Intranet support infrastructure design, information technical/information management, systems facilities and execution protocols;
Ability to work under pressure and handle politically and culturally sensitive issues;
Excellent inter-personnel and communication skills.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Head of the Small Arms Unit, the Programme Office, Small Arms will:

Help conceptualize the content of ECOWAS research and information gathering activist in the field of Small Arms and light weapons
Plan and organize research projects according to resources available
Develop plans for studies
Conduct research projects, including field research, on a range of topics, using all sources of information to collect, record, analyze and evaluate facts
Discuss and validate findings
Prepare reports for publication or for the use of new research activities
Develop and maintain collaboration with relevant institutes
Conduct any other tasks that may be required

QUALIFICATION AND EXPERIENCE

Bachelors degree in Sociology/Political Science/Development Studies or Criminology
At least five (5) years cognate experience in National, Regional or International organisations;
Possession of a higher degree would reduce the required experience to three (3) years;
Familiarity in quantitative methods, namely social science statistics gathering and analysis
Expert working knowledge of Microsoft office, including Word and Excel
Field research experience would be an advantage
Knowledge of the ECOWAS political, security and development challenges and opportunities should be an advantage
Familiarity with international relations and organizations would be an advantage
Experience in small arms and light weapons, security, conflict analysis and prevention related issues would be an advantage

AGE

Candidate must not be over fifty (50) years of aged at the point of recruitment

LANGUAGE

Must be fluent in one of the official languages of ECOWAS: English, French and Portuguese. A working knowledge of second official language would be an advantage.

The Fund Management Unit of the ECOWAS Spain Fund on migration and Development will be composed of a team of four people with the profile as described below. The Fund Management Unit is expected to coordinate and liaise with the Members of the Technical Management Team on a regular basis so as to ensure a smooth running of the Fund.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Director, Free Movement, the Head of the Fund Management Unit will manage the ECOWAS-Spanish Fund Migration and Development. She/he will bear overall responsibility for the work of the Fund Management Unit and ensure that all the tasks prescribed for the Technical Management Team are completed in due time and efficiently. More specifically, the Head of Fund Management Unit will:

Provide technical support for the Management of the Fund.
Coordinate daily activities of the Unit
Coordinate the preparation for the call for proposals and participate in the project selection procedure.
Coordinate, prepare and continuously evaluate and update the Applicant package (Guidelines on call for proposals).
Collect and review progress reports submitted by all projects
Prepare meetings of the Steering Committee
Ensure effective implementation of the fund at regional, national and local level.
Ensure visibility of Fund activities and related public communication
Perform other relevant duties deriving from the management of the Fund
Submit quarterly reports of the Fund Management.

QUALIFICATIONS AND EXPERIENCE

Bachelors Degree in Migration, Development Studies, Political Science, Sociology, International Relations and Project Management or any other related field;
Candidates should possess at least seven(7) years post qualification work experience
Possession of higher degree would reduce the required experience to five (5) years.
Professional qualification in personnel management, experience on migration issues and relevant working experience in an international organization will be an added advantage.
Applicants are expected to possess versatile skills in project concept invitations, development and implementation.
Prospective candidates should be competent in project monitoring, evaluation and report with minimal supervision.

Project Accountant

The Project Accountant will be the Financial Management Advisor to the Technical Management Team. He must be able to put in place an internal auditing mechanism for ongoing projects and expenditures.

He/She will report to the Principal Officer, External Funds of ECOWAS Commission. However he/she will report directly to the Project Technical Management Team on financial matters which affect the Fund and send copies of all substantive transactions to the Principal Accountant, External Funds for her information only. The Project Accountant will also be expected to manage other donor funds.

DUTIES AND RESPONSIBILITIES

He/She will be responsible for generating accurate records relative to all project transactions;
He/She will keep books of accounts and records of all transactions in appropriate folios and ledgers for regular and timely reporting of project financial activities.
The Project Accountant must classify data in the approved format that will satisfy donors and respond to the financial information and analytical needs of implementing partners.
Generate, documents, classify, maintain and present all financial transactions in accordance with approved accounting standards and best global practices.
Create linkages for accounting procedures and transmission of accounting data, and specifications on the project with Director of Finance and the Technical Management Team.
Liaise with donor Institutions for timely disbursement of grant fund.
Make comparative evaluation of provisional project budget with cost centers and indicate variance analysis over time and reports same to all project stakeholders.
Keep track of project financial reporting needs.
Undertake project financial cost benefit analysis.
Provide any other accounting function as may be directed by the Project Technical Management Team or as he or she may deem necessary.

QUALIFICATIONS AND EXPERIENCE

Must be a Management Accountant with a 1st Degree or equivalent in Financial Management or equivalent;
Candidates should possess at least five (5) years post qualification work experience.
Possession of a higher degree would reduce the required experience to three (3) years;
Should be a professional member of any accounting body from the UK or Member States.
A solid knowledge of accounting software systems designs, budgeting and strategic financial planning will be an added advantage.
Should be computer literate and have good inter-personal relations skills.

JOB PROFILE:

Under the direct supervision of the Programme Officer, Spanish Fund Management Unit to whom the job position is directly attached, she/he will be required to provide secretarial and administrative assistance.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Dictation at a speed of 120 wpm in the first language.
Typing of documents at a speed of 60/50wpm.
Word processing
Oversight of an effective data retrieval system.
Accurate and appropriate receipts and relay of messages.
Maintaining of filing system for correspondence and other documents.
Typing, formatting and preparation of various documents.
Preparation of drafts and final documents from handwritten, typewritten, voice recording and dictation sources.

ACADEMIC QUALIFICATION AND EXPERIENCE

A minimum of a Higher National Diploma or its equivalent in Bilingual Secretaeial Studies in two of the three official languages of ECOWAS, namely English, French and Portuguese. A good working knowledge of the third will be an added advantage.
Five (5) years post-qualification experience as a Bilingual Secretary.
