Request for Expression of Interest
Suppliers of Milled Rice produced in Sierra Leone

The World Food Programme (WFP) is the United Nations frontline agency in the fight against hunger. WFP pursues a vision of the world in which every woman, man and child has access at all times to the food needed for an active and healthy life.


WFP in Sierra Leone is planning to increasingly procure food commodities which have been produced in Sierra Leone for distribution to food insecure and vulnerable populations in the country.


WFP Sierra Leone currently plans to procure 400 metric tons of marketable surplus of  locally-produced milled rice on competitive, purely commercial basis from mid and big scale potential suppliers.


The suppliers are encouraged not to base their pricing policy on the goodwill of an aid organization and expected to achieve international market competitiveness for their surplus food.


This is standard local purchase of food and it is different from Purchase for Progress (P4P) initiative, which is also underway and aims at capacity building of small scale suppliers.


If you are a mid or big scale supplier of milled rice from cultivation in Sierra Leone, you can apply to qualify for the WFP Roster of Suppliers. For this you need to complete the WFP Supplier Registration Form which can be obtained from the address given below on week-days between Monday and Thursday, 9 am to 5 pm only. This Supplier Registration Form must be completed and accompanied by a set of administrative documents (details can be found in the Registration Form).


The WFP Purchase Committee will review all the applications. The Committee may also request for complementary information from the applicants and may wish to visit the suppliers premises before registering the applicants in the WFP Roster of Suppliers.


The information provided by every applicant will be cross-checked and verified by the WFP Purchase Committee. Any information found to be contradictory to the one provided by the potential supplier and the submission of incomplete forms will lead to the disqualification of the respective suppliers application.


Only registered potential suppliers are eligible to be invited to submit bids for competitive tenders.


Registration does not imply invitation to every tender issued by WFP.  Registration means that a company is in WFPs database of potential suppliers for a specific commodity, good and service. WFP reserves the right to invite only the most appropriate suppliers for a specific tender.


A registration status is not indefinite. Hence WFP also reserves the right to remove a potential supplier from its database in the event of poor performance, non response or non-competitive offers.


Duly completed Supplier Registration Forms must be hand-delivered to the WFP Country Office Receptionist, at the address indicated below. The envelope needs to be marked with Supplier Registration Form.
