Justice Sector Development Programme (JSDP)

Background

The Government of Sierra Leone is committed to enabling access to affordable justice, supporting the rule of law, preventing further conflict, and improving safety and security for the people of Sierra Leone, particularly the poor, marginalised and vulnerable. The Justice Sector Development Programme (JSDP) is an initiative of the Government of Sierra Leone and is funded by the United Kingdoms (UK) Department for International Development (DFID) managed by the British Council.

JSDP has supported the Government of Sierra Leone (GoSL) in establishing the Justice Sector Coordination Office (JSCO) within the Ministry of Justice to coordinate the implementation of the Justice Sector Reform Strategy and Investment Plan (JSRS & IP) 2008-2010.. The JSRS & IP is designed to deliver on Government of Sierra Leones commitment to justice in its Poverty Reduction Strategy Paper (PRSP) and is linked to the GoSL resource allocation processes through the Medium Term Expenditure Framework (MTEF).

The Strategy encompasses all institutions in the Justice Sector and focuses on the delivery of specific targets over a three year period (2008-2010)-all designed to build safety for people, security of property and access to justice for the people of Sierra Leone.

JSDP is now seeking to recruit a Deputy Director who will be based within the Justice Sector Co-ordination Office to:

Lead the process of ensuring that Sector institutions develop accurate, co-ordinated budgets linked to the outputs identified in the Justice Sector Reform, Strategy.
Provide programme management support to the JSCO

KEY TASKS

To work with the institutions in the sector to develop their budgeting capacity at the institutional level, and their ability to link resources to strategic objectives.
To support the development of institutional Budget Committees and capacity building in relation to the Committees and the institutions on their institutional planning processes to ensure coordinated approach linked to planning at the Sectoral level.
To assist in the assessment and approval process of project proposals emanating from the TWG.
To manage the JSCO finance function, determining budgets for individual activities, devising strategies to ensure compliance with financial standards and exercising oversight in financial management processes.
To assist the Coordinator with monitoring and reporting on strategy targets and progress against the sector strategy.
To assist the Coordinator with sector preparations for GoSL/DFID reviews of the Programme.
To provide direct support to the Coordinator of JSCO in the discharge of his/her responsibilities acting as deputy in his/her absence when required

QUALIFICATIONS AND EXPERIENCE

Have at least a Masters degree in Economics, an MBA or be a Chartered Accountant supported by a diploma/degree in Economics
Have at least 4 years of sector planning and budgeting experience working within Government.
Ability to achieve targets and goals within tight deadlines
Awareness and understanding of development principles and processes
Ability to communicate well in spoken and written English
Ability to work in a team
Ability to build relationships and influence people
Ability to look at data and identify key issues
Well developed IT skills
