ORGANISATIONAL CONTEXT


ActionAid is an international anti-poverty agency working in over 40 countries, taking sides with poor people to end poverty and injustice together.  ActionAid works in partnership with local NGOs, CBOs and government organisations.

Vacancies exist in the organisation for the following positions:

 

1.JOB TITLE:             PARTNERSHIP DEVELOPMENT & FUNDRAISING COORDINATOR

JOB REFERENCE:    PNDC/09

REPORTS TO:         PROGRAMME DEVELOPMENT COORDINATOR

CONTRACT DURATION:  3 YEARS (with possibility of an extension)

DUTY STATION:       FREETOWN WITH TRAVELS WITHIN AND OUTSIDE SIERRA LEONE

 

Partnership development is an approach to change aid institutions, to increase institutional funding to ActionAid International Sierra Leone and the overall profile of the organisation in its pursuit of right to end poverty goals.


PURPOSE


Lead the country programme in making a coordinated effort to generate more and greater diversity of resources on a sustained basis for delivering on AAI priorities within the programme.

Support in delivering the International Donor Partnerships objectives within the country programme.


OBJECTIVES


Provide leadership in coordinating, developing and assuring strategies and plans at country programme level.

Coordinate country level fund raising effort and ensure sustainable increase in volume and value of grants, competitive bids, and tenders.

Deepen relationships with institutional donors and other donors within the country with the purpose of influencing them to support AAI cause and to generate more resources;

Build capacity of country programme on partnership development objectives.

Provide support to DAs, themes and functions to assess potential partners

Provide support to transform local structures into viable institutions.

Support DAs, themes and functions in identifying training needs of and building capacity of current and potential partners


2. SPECIFIC RESPONSIBILITIES INCLUDE

Capacity


Provide practical core capacity in project design, proposal development and submission for priorities identified in 3-year plans and to match and package content design with donor needs and priorities.

Facilitate capacity building of CP donor partnership operations, including partnership building with key donors, donor reporting and communication.


Fundraising strategy and systems


Help develop and coordinate implementation of agency-wide donor partnerships policies and guidelines

Working with the country management team, develop and implement a fundraising strategy for the country programme based on agreed priorities and themes.

Coordinate the implementation and wider use of contract management system being coordinated by the International Partnerships Development (IPD).

Support the CP to develop funding planning, donor reporting schedules and proposal tracking systems.


National donor partnerships and liaison


Develop donor partnerships in the CP working closely with International Partnership Development Coordinators in various parts of the organisation.

Working closely with the Country Director and country technical and management teams, coordinate donor partnership activities in the country including scoping major donors, and building and maintaining long-term partnerships with them.

Identify and link national issues and projects to potential partnership funding sources.


National Management Team


Contribute to strategic decision making in the country Programme, particularly relating to funding planning and resource raising/management

Regularly update/brief the national management team on Donor Partnership work and provide specific inputs/advice as required

National Donor Partnerships Management Team

Is a member of the Africa and International Partnerships Team and work to develop and implement coherent international agenda for Donor Partnerships across AAI.


PERSON SPECIFICATION


Higher degree with a minimum of 3 years experience at the senior level in the development sector is essential, including knowledge of major official donors, with proven ability in developing and maintaining effective working partnerships with donors; 

Knowledge of the political and socio-economic development context for Sierra Leone and  Africa and funding environment and culture for development work in Sierra Leone and Africa is essential

Ability to understand and operate at both the micro (local) and macro level, particularly to link the community based work in AAI Sierra Leone to the national and international social economic policy framework is important.

Proven track-record in proposal development and submission

Strong analytical, report writing, and presentation skills, including the ability to present complex issues clearly and concisely

Excellent leadership, interpersonal, presentation, communication and negotiation skills will be necessary to work effectively in a multi-cultural environment

Experience of capacity building/facilitation

Fluent written and oral English essential and one local Sierra Leonean language desired;

Very good knowledge of standard computerised software packages (Word, Excel, email, Windows) is necessary. Knowledge of database packages will be useful

Ability to work independently and be self-motivated

Support of ActionAids vision, mission and values is essential

 

2. JOB TITLE:             DISTRICT MANAGER, TONKOLILI DEVELOPMENT AREA

 

JOB REFERENCE:  DM/09

REPORTS TO:        PROGRAMME DEVELOPMENT COORDINATOR

CONTRACT DURATION:  3 YEARS (with possibility of an extension)

DUTY STATION:      MAGBURAKA WITH TRAVELS WITHIN AND OUTSIDE

 

SIERRA LEONE

GENERAL RESPONSIBILITIES

 

To develop and manage ActionAids programmes in the Tonkolili District which are in line with the policy strategy and priorities established by ActionAid. This is a senior position and as head of the District the successful candidate will be expected to demonstrate strong leadership qualities both at community and organisational levels.


SPECIFIC RESPONSIBILITIES

PROGRAMME PLANNING


To prepare strategic and operational plans for the development of an integrated rural development programme in line with ActionAid policy, in consultation with relevant stakeholders.  To revise plans and submit them as required.


 
PROGRAMME IMPLEMENTATION


In consultation with the Programme Development Coordinator and the Country Director, to head and direct the work of the District and implement programme and project plans, bearing in mind the overall goal of sustainable poverty eradication.


SPONSORSHIP ADMINISTRATION


To maintain and supervise sponsorship administration systems consistent with AAs policies and guidelines and as may be directed from time to time.


FINANCIAL CONTROL


To maintain and supervise financial systems consistent with AAs financial planning and reporting systems.

To prepare the annual Plans & Budgets and ensure that they are submitted on schedule and that expenditure are within authorised levels.


REPORTING


Maintain a reporting mechanism that ensures efficient and effective control of programme activities and systems in the District.


RELATION WITH THE GOVERNMENT OF SIERRA LEONE


To maintain and foster good relationship with Government and work closely at all times with national, provincial and district level officials and other agencies operating in the district.

To ensure that AA operates within the terms and conditions of the agreements made with the Government


HUMAN RESOURCES DEVELOPMENT


To manage the staff in the district in a manner consistent with the mission, vision and values of the organisation and within the provided framework of the Country Programme established policies and procedures.

In collaboration with the Human Resource/Organisational Development Manager, ensure appropriate induction, appraisal and development practices for staff in the DA to ensure the optimum utilisation and development of AAISL human resources.


PERSON SPECIFICATION

ESSENTIAL


Higher degree with a minimum of 3 years development experience at the senior level in rural/urban settings and good knowledge of rural/urban related poverty issues

Excellent communication, networking and writing skills

Ability to initiate/develop and implement programmes independently

Understanding of financial administration-Ability to plan and maintain transparent budgetary and accounting records

Ability to work with partners at various levels

Strong analytical, report writing, and presentation skills, including the ability to present complex issues clearly and concisely

Willingness to work in insecure environments as well as to visit other programme areas up country

Good understanding of emergency and emergency-type interventions in rural/urban settings

Possess very good team management skills.

Good political judgement and experience of lobbying at a senior level

Ability to work long hours and to cope with pressure and emergencies;

Very good knowledge of standard computerised software packages (Word, Excel, email, Windows) is necessary. Knowledge of database packages will be useful

Ability to drive

Be able to use radio communications equipment

 

3. JOB TITLE:                     ACCOUNTS ASSISTANT

 

JOB REFERENCE:               AA/09

REPORTS TO:                     MANAGEMENT ACCOUNTANT

CONTRACT DURATION:    3 YEARS (with possibility of an extension)

DUTY STATION:                 FREETOWN HEAD OFFICE

 

GENERAL RESPONSIBILITY

 

To assist the Accountant in the performance of his/her duties so that: petty cash is always available for payments of small value, and all cash movements are correctly recorded and authorized.


SPECIFIC DUTIES:

1. Operationalise all Bank Transactions:

Receive and bank all cash and cheques

Prepare payments by cheque as prescribed in the AAISL FPPM.

Pay out cash on properly approved requisitions, as may be required

Maintain bank book for Freetown and enter all transactions on a daily basis.

Daily reconciliation of cash balance

Collect statements and advices from bank

Maintain cheque book register

File bank payment vouchers

Stamp vouchers

Prepare Leone and US Dollar cash payments

Keep petty and dollar cash books properly updated


2.  Management of petty cash


Processing of petty cash payments

Journalizing of petty cash vouchers

Management of imprest system

Filing of vouchers


3. Other Duties


Assist in the overall inputting of SUN Journals (Except Cash Journals)

Value monthly fuel stock issues on FIFO basis

Support the accountant with expenditure verification exercise

Maintain a filing system for all transactions/documents

Monitor replenishment of cheque books and payment vouchers

Input fuel issue vouchers in SUN

Update Float Register

Assist in bank reconciliation of all bank accounts

Carry out other duties as may be assigned from time to time


PERSON SPECIFICATION


First Degree in Accounting/Financial Services

Very good knowledge of standard computerised software packages (Word, Excel, email, Windows) is necessary. Knowledge of database packages and SUN will be useful.

Ability to work long hours and to cope with pressure and emergencies
