In Sierra Leone, Kailahun PC Appeals for Law Courts

Paramount Chief of Luawa Chiefdom in the Kailahun District, Hon. P.C. Mohamed Kailondo Banya, has over the weekend, revealed that there is a dire need for his district to have Law Courts so cases can be tried without delay within the district. He was speaking at the Open Government Initiative (OGI) meeting held in Kailahun Town on the 28th November 2009 at the Kailahun Court Barray.

In his welcome address, Hon. P.C. Mohamed Kailondo Banya commended the government for initiating the OGI; and thanked the OGI team for bringing the meeting to Kailahun for its people to get answers to pertinent questions they had been longing to ask. He revealed that one of the main problems affecting his district is poor access to many areas in the district because the road network is deplorable; and which makes people afraid of coming to the district.

He further disclosed that most of the court chairmen in the district are illiterate and that most of the job is done by court clerks. He appealed to the Judiciary to conduct capacity building training workshops for these chairmen, so that they can effectively carry out their roles in their chiefdoms.

Speaking also was a High Court Judge, Justice Abdul Sheik Fofanah who was there to represent the Hon. Chief Justice, Hawa Umu Tejan-Jalloh. He noted that it was decided that they discuss at the OGI, issues dealing with justice, human right violations, womens and childrens rights and related issues because Kailahun was at the epi-centre of the war and a lot happened there that affected most residents in that part of the country. He assured his audience that the Judiciary would definitely think about building at least a Magistrate Court for the people of Kailahun.

He encouraged the community people to ask as many questions as they liked because according to him, "this is the best opportunity you have to speak to government authorities face to face.".

In her statement, the National Coordinator, OGI Ms. Kadijatu Sesay stated that the main reason why President Ernest Bai Koroma set up the OGI was to create an avenue where the ordinary people can communicate directly to the authorities in government and also for the government to educate the people on the affairs of the government.

She pointed out that the OGI team has taken the President to several parts of the country to answer to questions directly from the people. Ms. Sesay encouraged the people of Kailahun to ask as many questions as possible, adding that the authorities present would do their best to address their concerns.
