Civil Engineers: Field Officers
Terms of Reference
Background:

Through the Community Empowerment and Development Project (CEDP), the United Nations Development Programme (UNDP) is providing a wide range of support to rural communities in areas of social services infrastructure, education and agriculture. The Arms for Development Project (AFD) is supporting communities that handed in weapons to build or rehabilitate social service structures.

The overall objective is to promote opportunities for socio-economic development in rural communities within the context of a broader programme of support to community recovery and Local Government Decentralisation.

In the light of the above, UNDP in partnership with the Ministry of Internal Affairs, Local Government, and Rural Development and the District Councils of Kono, Kenema, Kailahun, Koinadugu, Bombali, Kambia, Tonkolili and Moyamba districts, requires the services of two civil engineers to monitor the implementation of 30 civil works projects that are to be implemented within the first 6 months of 2010.

Duty Station

One civil engineer will be based in the UN Joint Field Office in Makeni and one civil engineer will be based in the UN Joint Field Office in Koidu.

Duration

The contract will be for a period of six months

Responsibilities:

Under the supervision of the UNDP civil engineers based in Freetown the two civil engineers will be responsible to:-

Contract management:

Ensure that the works are in compliance with the Technical Specifications in the Bid Documents
Administer the civil works contracts and ensure that the projects are constructed in accordance with the UNDP General Provisions for civil works

Review and approve the Contractors implementation schedule, and supervise the progress of construction works.
Take all necessary actions to prevent potential delays;
Regularly monitor and inspect the contractors quality control and assurance program to ensure that quality of the finished works meet the contract standards and specifications.
This includes regular checking of the materials and methods used.
Convene regular site meetings with the Contractor to discuss issues and problems affecting the progress.
Coordinate with the relevant local government authorities/agencies so as to minimize disruption to the works program.
Prepare any required variation orders in accordance with the contract:
Maintain a day-to-day diary, which shall record all events pertaining to the administration of the contract, request forms, and order given to the contractor, and any other information which may at a later date be of assistance in resolving queries which may arise connecting execution of the works;
Ensure that no child labor is used for the execution of any contract.

Reporting
Provide a report to UNDP Civil Engineer on each site visit within one day on each visit

Qualifications and Experience

University degree in civil engineering, or related field,
Minimum of 6 years professional experience in civil engineering
At least 3 years experience in project management, presenting reports and compiling tender documentation
Strong communication, team building and leadership skills; proactive approach to problem solving ; excellent analysis and drafting ability;
Professional fluency in English, both written and oral;
Flexibility and ability to work within the tight deadlines;
Ability to operate windows applications, including word processing, excel spreadsheets, e-mail and Internet;
