In Sierra Leone, Fisheries Ministry Needs Bold, Ambitious & Radical Decisions

The Minister of Fisheries and Marine Resources, Haja Afsatu Kabba, has disclosed that her ministry needs bold, ambitious and radical decisions to make it vibrant, whilst expressing the urgent need to improve the status of sectors that work towards creating employment and generating income for the nation.

Declaring a three-day in-house training workshop on the review of her ministrys structure, strategies and policy for effective operation, Haja Kabba said the restructuring process is in response to President Koromas clarion call for reform in the civil service, especially the growth ministries.

While highlighting the ministrys challenges and achievements, the minister also underscored the need to change the current structure of the ministry in line with the Presidents Agenda for Change.

Haja Kabba expressed concern over the issue of the countrys fish not accessing the E.U. market, thereby depriving the country of much needed revenue. She disclosed that her Ministry is revisiting existing structures and policies in order to synchronize them with the Presidents Agenda for Change, adding that workers in the ministry should not be afraid of change as the ministry has to grow.

The Director of Fisheries, Dr. Mohamed Seisay, said the ministry has monumental challenges, which according to him, continue to have negative bearing on service delivery. While lamenting the poor organizational structure of the ministry, Dr. Sesay called for well defined units with the clear terms of references befitting an effective Fisheries department.

He noted that the mandate of the ministry goes beyond issuance of license and emphasized the need for prudent and rational conservation of fisheries resources.

Dr. Seisay disclosed that proposals have been put forward to evaluate the feasibility of establishing a supervisory agency within the ministry and hoped the ministrys new structure would incorporate a department for an alternative fish production technology (aquaculture and inland fisheries).

The Strategy and Policy Advisor in the Office of the President, Herbert McLeod, emphasized the need to revisit the way the civil service is functioning to ensure effective and efficient service delivery. He described the programme as brainstorming exercise, aimed at improving the institutional arrangement of the ministry.

He pledged his units professional support to enable the ministry come up with radical changes that would ensure an excellent service delivery and hoped the workshop will focus on strategies that would address challenges facing the ministry.

The programme which is sponsored by the Ministry of Fisheries and Marine Resources, in partnership with the Institutional Support for Fisheries Project, was also attended by representatives from Parliamentary Oversight Committee on Fisheries, Institute of Marine Biology and Oceanography.
