In Sierra Leone, District Council Lock Horns with Central Govt.

Reports filtering in have intimated that the present relationship between the central government and the Kenema District Council is very bitter.


The relation between the two institutions became sour following the dismissal of the Chief Administrator and the Procurement Officer of the Kenema District Council, by the Councilors of the Council. The Councilors recently resolved to dismiss the two officials of the Council after they were reportedly found guilty of infringing the Councils Human Resource Guidelines Act.


An investigation was launched by the Council following a fist encounter between the Chief Administrator and the Procurement Officer in November 2009.


Councilor Bah, who is the Media Committee Chairman of the Kenema District Council, told the UN Radio on Tuesday 29
th December 2009 that the two council officials engaged in a serious fight on accusations that procurement procedures were not being followed. They started the fight right in the presence of the Mayor, he explained, adding that the Mayor prevailed on them and temporarily ended the fight.  He stated that the fight developed more tension when the two officials decided to call in their family members to join the fight. The whole incident was very terrible as it resulted to several people being rushed to the hospital, Councilor Bah disclosed.


According to him, an investigative committee was set up to look into the matter and the end point of the investigation found the two officials wanting of misconduct that is tantamount to expulsion. The decision of the District Council does not go down well with the central government. The central government has therefore called on the Council to reverse the decision on grounds that the Council followed the wrong procedures in investigating the matter.


Resident Minister, East Juana Smith, has written a letter to the Council, instructing it to re-instate the two sacked officials until such a time when a proper investigation is done. The Resident Minister stated that the investigation conducted by the District Council only focused on the fight and never looked into what caused the fight.


The District Council has insisted that their decision is final.
