1. ORGANISATIONAL CONTEXT

ActionAid is an international anti-poverty agency working in over 40 countries, taking sides with poor people to end poverty and injustice together.  ActionAid works in partnership with local NGOs, CBOs and government organisations.

 

Vacancies exist in the organisation for the following positions:

1. JOB TITLE:PROJECT MANAGER & HEALTH COORDINATOR

JOB REFERENCE:               PMHC/09

REPORTS TO:                   OGRAMME DEVELOPMENT COORDINATOR

DUTY STATION:                    MOYAMBA

CONTRACT DURATION:  3 YEARS

 

RESPONSIBILITIES

1. Overall Project Co-ordination

Develop project plan and ensure project is delivered according to project plan

Manage and resolve obstacles to delivery through linking the project and partners to appropriate support outside of the project (themes; impact assessment etc.)

Work with Executive Director, Programme Development Coordinator and Programme Advisor Community Development to ensure high priority is given to delivering on the project

Maintain all project documentation and archives

Have a clear understanding of donor requirements and ensure project team and partners understand donor rules and requirements

Work closely with all partners, and visit the project sites regularly for support and monitoring purposes

 

3.  Project monitoring and evaluation

Ensure that the project is properly monitored and evaluated

Set up programme quality standards and systems to support delivery

Set up monitoring systems in line with AA systems to develop appropriate benchmarks and to measure project indicators

Develop accurate plans and budgets in suitable formats, up to date, and according to donor requirements

Produce timely reports (narrative & financial) according to donor requirements

Resolve any issues with quality of the reports

 

4.  Financial Management

Provide financial management oversight of the project including working with the Finance function to set up project finance systems

Ensure the project expenditure is in line with the budget

 

5.  Project Implementation

Supervises the work of partners and the project team for delivery of the project to ensure timely co-ordination and delivery of the Public Health Programme.

Analysis and internal communication of the locally relevant context to inform appropriate planning

Day-to-day management of the project team.

Undertake problem-solving activities related to programming, planning, monitoring, and quality control within the project, particularly to identify problems and potentially benefits of programme delay in advance, and find suitable solutions ensuring that project deadlines are met both in terms of output and reporting.

To proactively performance manage direct reports to agreed outputs and within allocated time and budget.

To provide guidance to programme staff in structuring their time in the field and prioritising work demands keeping them on track and motivated and to proactively performance manage the public health team through developing appropriate situational leadership styles.

To support programme staff and partners in the planning and implementation of the programme to ensure an efficient and timely delivery of the action according to targets.

To produce regular internal progress reports, and to support donor reporting as necessary.

Assisting partners in establishing of School Health Clubs across the communities.

Maintain close liaison with the Thematic Co-ordinators in programme facilitation and development.

Maintain linkage with the line ministry.

Organise programme assessments, working closely with the Impact Assessment & Shared Learning coordinator on monitoring & evaluation issues.

Attend co-ordination meetings with partners and develop close links with other NGOs in relevant Public Health issues.

 

SKILLS AND COMPETENCE:

1. Higher degree with a minimum of 3 years development experience at the senior level in rural/urban settings and Qualifications and/or extensive experience in Public Health preferably from working within an International NGO. Experience of working with partners will be an advantage.

2. Strong management skills with an ability to influence and promote programme activities to the community in a positive manner.

3. Good facilitation skills and experience in using participatory methods and tools.

4. Understanding of community needs and an ability to work with community members and institutions.

5. An awareness of and motivation to address protection and gender issues in communities.

6. Well developed interpersonal and team building skills and proven ability to be flexible in demanding situations.

7. Good written and spoken English is essential.

8. Ability to work independently and in remote rural locations.

2.JOB TITLE:                              PROJECT ENGINEER

JOB REFERENCE:                     PE/09

REPORTS TO:                                   PROJECT MANAGER & HEALTH COORDINATOR

DUTY STATION: MOYAMBA

CONTRACT DURATION: 3 YEARS

 

Job Summary: This position is responsible for providing technical support and supervision of all the constructions in the project.  This involves carrying out regular monitoring, planning and implementation of all construction work for standards and quality.

 

RESPONSIBILITIES

Contract Management

Ensure that the works are in compliance with the standard technical specifications

Review and approve the contractors implementation schedule, and supervise the progress of construction works.

Attend community sensitization meetings and provide guidance on the processes and progress of project implementation

Enhance communities, Partners and other actors to understanding of the purpose of construction in development work and community roles in construction management

Provide estimates to some community projects in all the project areas

Take all necessary actions to prevent potential delays

Regularly monitor and inspect the contractors quality control and assurance program to ensure that quality of the finished works meet the contract standards and specifications. This includes regular checking of the materials and methods used.

Convene regular site meetings with contractors to discuss issues and problems affecting the progress.

Coordinate with local government authorities so as to minimize disruption to the works programme.

Work closely with the Project Team by providing technical support in implementing community projects

Attend all site meetings of projects under construction and support in the review of designs and method of construction

Ensure proper interpretation of design drawings on the site and ensuring that community projects committees are put in place and trained to sustain the running of projects

Ensure quality materials provided at the site in line with specifications and schedule of work

Maintain a day-to-day diary, which shall record all events pertaining to the project

Ensure that no child labour is used for the execution of the project.

 

Reporting

Provide regular progress reports to the Project Manager & Health Coordinator on each site visit

 

PERSON SPECIFICATION

First degree in Civil Engineering or related field with a minimum of 5 years professional experience

Good knowledge of rural/urban related poverty issues

Excellent communication, networking and writing skills

Strong analytical, report writing, and presentation skills, including the ability to present complex issues clearly and concisely

Possess very good team building and leadership skills.

Good political judgement and experience of lobbying at a senior level

Ability to work long hours and to cope with pressure and emergencies;

Ability to ride a motorcycle

Ability to operate in windows applications, including word, Excel, e-mail and internet

 

3.JOB TITLE:PROGRAMME ADVISOR COMMUNITY DEVELOPMENT

JOB REFERENCE:              PACD/09

REPORTS TO:                     PROGRAMME DEVELOPMENT COORDINATOR

DUTY STATION:                      MOYAMBA

CONTRACT DURATION:    3 YEARS

 

GENERAL RESPONSIBILITIES

To develop and manage ActionAids programmes in the Moyamba District which are in line with the policy strategy and priorities established by ActionAid. The successful candidate will be expected to demonstrate strong leadership qualities both at community and organisational levels.

 

SPECIFIC RESPONSIBILITIES

PROGRAMME PLANNING

To prepare strategic and operational plans for the development of an integrated rural development programme in line with ActionAid policy, in consultation with relevant stakeholders.  To revise plans and submit them as required.

 

PROGRAMME IMPLEMENTATION

In consultation with the Programme Development Coordinator and the Executive Director, to head and direct the work of the District and implement programme and project plans, bearing in mind the overall goal of sustainable poverty eradication.

To facilitate linkage with all the actors in the project

 

FINANCIAL CONTROL

To maintain and supervise financial systems consistent with AAs financial planning and reporting systems.

To prepare the annual Plans & Budgets and ensure that they are submitted on schedule and that expenditure are within authorised levels.

REPORTING

Maintain a reporting mechanism that ensures efficient and effective control of programme activities and systems in the District.

 

RELATION WITH THE GOVERNMENT OF SIERRA LEONE

To maintain and foster good relationship with Government and work closely at all times with national, provincial and district level officials and other agencies operating in the district.

To ensure that AA operates within the terms and conditions of the agreements made with the Government

 

HUMAN RESOURCES DEVELOPMENT

To manage the staff in the district in a manner consistent with the mission, vision and values of the organisation and within the provided framework of the Country Programme established policies and procedures.

 

In collaboration with the Human Resource/Organisational Development Manager, ensure appropriate induction, appraisal and development practices for staff in the DA to ensure the optimum utilisation and development of AAISL human resources.


PERSON SPECIFICATION

Higher degree with a minimum of 3 years development experience at the senior level in rural/urban settings and good knowledge of rural/urban related poverty issues and experience in health related and water and sanitation projects will be an advantage

Excellent communication, networking and writing skills

Ability to initiate/develop and implement programmes independently and to work with partners at various levels

Understanding of financial administration-Ability to plan and maintain transparent budgetary and accounting records

Strong analytical, report writing, and presentation skills, including the ability to present complex issues clearly and concisely

Good understanding of emergency and emergency-type interventions in rural/urban settings

Possess very good team management skills.

Good political judgement and experience of lobbying at a senior level

Ability to work long hours and to cope with pressure and emergencies;

Very good knowledge of standard computerised software packages (Word, Excel, email, Windows) is necessary. Knowledge of database packages will be useful

CONTRACT DURATION: 3 YEARS

 

Core areas of responsibility will include the following-:

Working with communities to identify and analyse their problems

Preparation of strategy and operational plans

Managing field activities

Fostering good relationship with partners

Preparing project proposals and submitting timely reports to donors

Maintaining and developing reporting mechanisms on field activities

Identifying training needs of communities and facilitate training

SKILLS AND COMPETENCIES

At least a degree in the Social Sciences or Development Studies

A minimum of two years development experience in rural setting and good knowledge of Rural/urban related poverty issues.

Excellent networking, writing, negotiation and presentational skills and the ability to communicate effectively at all levels and across cultures

Ability to initiate/develop and implement programmes independently

Understanding of micro-macro linkages in poverty and policy related work

Understanding of financial administration ability to plan and maintain transparent budgetary accounting records

Ability to work long hours and under pressure

A good team player with good interpersonal relationship

Ability to mobilize communities to initiate, develop and implement integrated development programmes responsive to their context.

Ability to design and write proposals and maintain good relations with donor community

Knowledgeable about key government poverty and policy agendas such as the PRSP, governance, budget tracking and expenditure frameworks, the Private sector, food rights etc.

Willingness to adopt ActionAid values

Ability or willingness to learn to ride a bike.

 

5. JOB TITLE:                ACCOUNTANT

REPORTS TO:               DISTRICT MANAGER

JOB REFERENCE:         ACBOM/09

DUTY STATION:               BOMBALI

CONTRACT DURATION:  YEARS (with possibility of an extension)

 

6. JOB TITLE:           ACCOUNTANT

REPORTS TO:         PROJECT MANAGER & HEALTH COORDINATOR

JOB REFERENCE:   ACMOY/09

DUTY STATION:                                    MOYAMBA

CONTRACT DURATION:                 3 YEARS

 

RESPONSIBILITIES

o Give specific support to admin and Sponsorship functions as required.

o Assist the District Manager/Project Manager and Head of Finance in building and maintaining strong financial controls, in preparing accurate and timely financial reports, during the annual planning and budgeting exercise.

o Facilitate all audit processes in the DA(External audit, Internal audits and Project audits)

1. Responsible for the day to day running of the accounts office in their location, ensuring that all payments are made punctually, all remittances are requested on a timely basis, regular returns sent to the head office and other areas;

2. Carry out monthly cash and bank transactions with DA records and SUN

3. Maintain and present the monthly management accounts, general ledger and all subsidiary records.

4. Prepare periodic financial reports & narratives of donor-funded projects for submission to head office

5. Responsible for the co-ordination of stocktaking exercise.

6. Carry out periodic visits to the Freetown head office, and other operational areas.

7. Maintain and safe keep all accounting records and documents

8. Maintain an effective archive system for past records

9. Generally ensure that policies and procedures are being carried out in accordance with our financial policies and procedures manual.

10. Prepare quarterly variance report.

11. Assist in preparing DAs 3 year plans and budget.

12. Maintain EFIS through daily backups, updates and annual budget loading.

13. Submit monthly DA returns to head office as required by operating FPPM.

14. Participate in finance staff trainings, capacity building trainings of partners & PRRP.

15. Carry out year-end procedures as required.

 

QUALIFICATIONS

We are looking for a self-motivated person with good communication and managerial skills in addition to the following:

A degree in accounting plus four years experience in a development organisation

Very good knowledge of standard computerised software packages (Word, Excel, email, Windows) is necessary. Knowledge of database packages and SUN will be useful.

Good verbal and written communication skills.

o Good team and interpersonal relations.

Ability to work long hours and to cope with pressure and emergencies

o Support of ActionAids vision, mission and values is essential.

o Capable of working to strict deadlines

 

7.    JOB TITLE:                   DRIVER

JOB REFERENCE:               DR/09

REPORTS TO:                     PROJECT MANAGER & HEALTH COORDINATOR

DUTY STATION:                               MOYAMBA  CONTRACT DURATION: 3 YEARS

 

Responsibilities:

The driver is responsible for the vehicle assigned and its security.

The driver must drive at safe speed in a responsible manner obeying all traffic laws.  In cases of traffic law violation it will be the responsibility of the drivers to pay any fines incurred.

Drivers are required to perform basic preventive maintenance on their assigned vehicles.

Drivers must report all accident and traffic violations promptly and completely.  The cost of accidents/damages will be the responsibility of the driver if he/she is at fault.

Drivers are responsible for all tools and other accessories assigned to their vehicles and any goods assigned to them for a specified delivery.  All goods transported and delivered will require a delivery receipt to be obtained by the transporting driver.

Drivers are strictly forbidden to use ActionAid vehicles to transport their personal goods and unauthorized goods and persons or to engage in private business activities while on official duty.

The Driver will be responsible for keeping his/her driving license up to date.

It is the drivers responsibility to ensure that the following records are up to date kept in their assigned vehicles at all times.

Vehicle insurance Certificate

Vehicle License

Vehicle log book which is to filled in each day

 

NOTING:

Kilometers reading at start and end of assignment

Diesel/Petrol and engine oil are sufficiently topped in the vehicle

Names of places visited and times of departure and return from assignment.

 

Person specification

Secondary education up to WASCCE/GCE O Levels standards

Possession of a Valid driving license

Good team and interpersonal relations.

Ability to work long hours and under pressure.

Capable of working to strict deadlines
