A well established government parastatal is looking for a Deputy Managing Director This is a Management position.

JOB DESCRIPTION

i) To be the Chief Adviser to the Managing Director on all operations in the management of the Company.

ii) To initiate and supervise the Planning Research and Development Function and act as the principal adviser on such matters to the Managing Director.

iii) To supervise the Operations and Security, Marketing and Distribution and Planning, Research and Development functions of the Company and ensure full compliance with their approved work plans, targets and functional objectives.

iv) As a member of the Management Team, to maintain appropriate coordination among all functions and the administrative support service towards the provision of an effective service

v) To be on call as a stand-in for the Managing Director when he is absent from the country or unable to perform his role.

vi) Assists the Managing Director in implementing policies and decisions of the Board and the Management Team.

vii) Ensures that there is adequate coordination among all Heads of Functions in the pursuit of their performance in contributing to the Corporate Business Plans of the Company.

QUALIFICATIONS AND EXPERIENCE

i) The suitable incumbent should hold a Masters degree or equivalent professional qualification in any of the following areas-Business Administration, Accounting, Marketing or Management.

ii) At least 8 (eight) years post qualification experience, five of which should have been at senior management level, as member of a Management Team in a highly professional environment.

iii) Overall, the suitable incumbent should demonstrate a flair for interpersonal relationship with positive leader effectiveness qualities and a sense of reality with a sharp power of analysis. His integrity should be proven.

iv) Knowledge in marketing and sales operations especially unsought goods and services and competence in the use of Microsoft office will be an added advantage.

v) He/she should have an ability to communicate fluently

The incumbent must have the following attributes:

- Good people managements skills

- Ability to effectively interact with senior and junior staff

- Strong analytical skills and logical reasoning ability

- Strong written and verbal communication skills

JOB DESCRIPTION

i) To work in close collaboration with the Administration Manager.

ii) To keep custody of and updating all junior staff records.

iii) To ensure that staff discipline is maintained.

iv) To process documents/insurance claim forms on behalf of staff in respect of Group Personal Accident.

v) Monitoring/Recording of staff visitation to the Companys retainers to ensure rational utilization of the Companys medical facilities.

vi) Supervision of separation of Lotto tickets and draw-related exercises on all the products.

vii) To participate in the checking/verification exercise on a daily basis.

QUALIFICATION

i) A Degree in Business Management/Public Administration or Human Resources Management focus will be preferred.

A well established government parastatal is looking for an Administration Manager

JOB DESCRIPTION

i) To ensure that there are adequate stationery and serviceable essential office equipment for use within the Company and that the Companys assets and staff are adequately insured.

ii) To ensure that there is the best possible relationship between the Company and its employees by formulating and applying policies and procedures covering all conditions of employment.

iii) To ensure that there is an effective and efficient administrative and office support service in the Company.

iv) As a member of the Management Team, to maintain appropriate coordination between other functions on all aspects of the Companys policy relating to Human Resources and Administration of the Company.

v) To ensure that the Company cooperates with the National Social Security and Insurance Trust Act No.5 of 2001.

vi) To ensure that the Company is adequately and economically manned and that those who move into senior managerial and technical position have had necessary training and experience to sustain and enhance the standards and good reputation of the Company.

vii) To maintain all the Company statutory records and be the custodian of the Company seal.

DUTIES AND RESPONSIBILITIES

i) Ensures the custody and use of the common seal in counter signing every instrument to which the seal of the Company is affixed.

Organization

i) The incumbent will ensure that there is a central archive and documentation service that will provide up to date technological information for Company employees,

ii) The incumbent in consultation with the Financial Controller should act as the Company liaison with the Company Solicitor and the External Auditors and Insurance Brokers.

Human Resources

i) The incumbent will be reasonable for the coordination of the day-to-day personnel administration activities of section within the function by ensuring that there is uniformity in the application of fair personnel policies and practices at all levels of staff in the Country.

ii) Develops a team spirit and high morale and be attentive to the welfare needs of staff within Company Policies and terms and Conditions of Service.

General Administration

i) Ensures that the Company organization structure and manning levels are kept under constant review to achieve its Corporate Mission and objectives with the optimum staff at least cost.

ii) The incumbent will ensure that there exists an efficient and effective office service for department in the Company.

General

i) The incumbent as a member of the Management Team will participate in the Public Relations activities of the Company and ensures that the Companys image especially with Stakeholders is proactive.

ii) The incumbent should keep abreast with developments, national and international on changes of a corporate nature and brings to the attention of the Managing Director/Board of Directors/Deputy Managing Director all such changes that are likely to affect the operations of the Company.

iii) Direct supervision and the provision of support, guidance and monitoring of work to ensure administrative and logistics policies and procedures are adhered to at all time.

QUALIFICATION AND EXPERIENCE

The suitable incumbent for this position must have a Bachelors Degree or equivalent professional qualification in any of the following areas:

Business Administration

Accounting and Social Sciences and/or with at least 8 years post qualification experience.

A flair for interpersonal relationship and methodical approach including a sharp power and analysis will be of added advantage.

Work experience in an unsought goods and services environment will be an added advantage. Excellent verbal and written communication skills. Quick learner with little supervision. Good people management skills.

A well established government parastatal is looking for a  Marketing and Research Manager

JOB DESCRIPTION

i) To be the Principal Adviser to the Deputy Managing Director on all Commercial Marketing and Distribution Policy for lottery operations in the Company.

ii) To assist the Deputy Managing Director in providing a range of effective commercial and marketing information.

iii) To act as the Company Focal Point for all Commercial and Marketing Services in relation to sales and marketing operations in Sierra Leone especially for unsought goods and services.

iv) To manage the Marketing and Distribution operations of the Company and ensure a high morale of staff at all levels within the Function.

v) To coordinate the activities of the sub-divisions within the Functions.

vi) To coordinate and make available statistical information on all Commercial and Marketing operations of the Company in the country.

vii) To maintain appropriate Commercial Marketing, Planning, Research and Development contact that will enhance the public image of the company.

viii) To participate in the production of the Corporate/Business Plan of the Company with specific focus on the computation of capital budget inputs for corporate development.

ix) To assist Management with all aspects of the preparation and compilation of the Development Plan-short, medium and long term-for the Company.

x) To undertake, in an on-going basis, general or commissioned research of the operations and management of the Company.

xi) To review and monitor the implementation of all development plans and prepare periodic performance report for circulation.

xii) To assist Management in the preparation of terms of reference for consultants. In this regard, to participate in the negotiating process for the award of contracts as approved by the Board.

xiii) To act as liaison for the Company with third party organizations and/or institutions on all on-going development aspects locally and internationally.

xiv) To supervise the Marketing, Planning, Research, Statistics and Development activities of the Company.

xv) As a member of the Management Team, to ensure that there exist a cordial working relationship with other members in furthering matters within the function for the Company.

DUTIES AND RESPONSIBILITIES

i) The incumbent will be responsible for coordinating the day-to-day activities of the whole Commercial Marketing, Research, Planning and Development activities of the Company.

ii) The incumbent will supervise the senior subordinates within the Function and ensures there is a supporting working relationship among these units and the main Operations and the Finance and Accounting Functions.

iii) The Marketing, Planning, Research and Development Manager has the overall responsibilities for the following:

           Sale of unsought goods and services

           Sales promotion and advertising

           Retailers

           Customers services

    Liaison with third parties with specific interest in Marketing, Research, Planning and Development.

iv) The incumbent will keep abreast with all technical developments in the operation and management of unsought goods and services worldwide, and bring to the attention of Management those developments that will enhance the future performance of the Company.

BUSINESS DEVELOPMENT

i) The incumbent will undertake feasibility studies for new areas of business and the continuous evaluation of existing business.

ii) Ensures that as much sales is done by the retailers through the Company operated outlets.

iii) Ensures that there exists an effective liaison with other functions in the Company.

iv) Controls credit in liaison with the Financial Controller and ensures that all business is covered by prompt collection of proceeds before each draw.

SALES PROMOTION AND ADVERTISING

i) The incumbent will be responsible for organizing appropriate sales promotion and advertising campaign to meet the short, medium and long term marketing targets of the Company countrywide in the face of competition.

ii) In consultation with other functions in the Company negotiates in close liaison with the Financial Controller the best commission terms for retails/agents.

RETAILERS

i) The incumbent as the focal point for the Marketing of Company goods and services will be responsible for the recruitment of retailers and the taking of marketing decisions that will ensure maximum profitability at minimum cost for Total Quality Customers Service.

ii) The incumbent will be responsible for developing a computerized data bank for all products that will be constantly updated for use for Management information in decision making for commercial purposes.

MARKETING/RESEARCH AND PLANNING MONITORING

i) The incumbent will advise and assist the Deputy Managing Director in the formulation of an effective marketing policy in accordance with broad guidelines laid down by the Board.

ii) By regular study of statistics and marketing conditions, reviews and analyses the sales performance and takes appropriate action to improve marketing strategies and increase sales.

iii) The incumbent in preparing the department budget for incorporation into the corporate/business plan must make adequate provision for advertising and sales promotion activities to ensure that the image of the Company is well placed in the country.

iv) The incumbent must keep abreast with overall function development plans of the Company and where possible, raise for discussion areas/issues that are likely to conflict with strategies and objectives already approved by the Board.

v) The incumbent will be expected to supervise on a continuous basis the marketing and operational research in the services delivery of the management of the Company.

Statistics

i) Initiate appropriate statistical data that will enhance decision making and corporate planning.

QUALIFICATIONS AND EXPERIENCE

A Degree in any of the following Social Sciences:

Economics and Commerce with 8 years post qualification experience at a managerial level.

DESIRABLE

The incumbent must have the following attributes:

-Quick learner

-Organized self-starter who requires minimal supervision

-Excellent customer services skills

-Ability to work under pressure
