In Sierra Leone, Big Boost for Decentralization

A National Program Information Session on the Decentralized Service Delivery Program (DSDP) has ended in Freetown, where it was disclosed that the program entails a big boost for decentralization.

The session was held on Thursday 28th January 2010 at the Miatta Conference Hall, Youyi Building in Freetown.

In her opening remarks, Chairlady of the Session, Mrs. Avril Cummings said: "The overall objective of the program is to support decentralized delivery services as well as providing councils with substantially more funding".

Phase one of the program, she continued, will focus on strengthening institutional and organizational capacity at central and local levels in a bid to enable Local Councils fulfill their devolved functions and effectively implement the PRSP.

"Phase two will focus more explicitly on translating the institutional and organizational capacity into better service outcome" said Cummings.

According to her, the key principles and development objective of phase one include: a system of predictable financing to Local Councils; coordination of all projects supporting decentralization and/or delivery of devolved services IRCBP, The Reproductive and Child Health Project, the Basic Education Program, the Integrated Public Financial Management Reform Project, the Education for All Fast-track Initiative (EFA-TI) Catalyst Fund, the IDA-financed Power and Water project etc, and other donor-supported sector programs channeling resources to Local Councils.

She disclosed that the total amount of US$16,000,000 (Sixteen Million United States Dollars) will be directly transferred to Local Councils with US$8,000,000 (Eight Million United States Dollars) to be paid every year for two years. "Councils will use the funds to implement functions devolved to them in the health and sanitation, education, solid waste management and rural water sectors" she said.

World Bank Country Representative, Engilbert Gudmundsson, said one of the main aims of the project is to enable the government deliver services to the people.

Deputy Minister of Finance, Dr. Richard Konteh, thanked the World Bank for providing the fund of US$8,000,000 (Eight Million United States Dollars) for service delivery program.

Keynote Speaker, Minister of Internal Affairs, Local Government and Rural Development, Hon. Dauda Kamara, also thanked the World Bank for their continuous engagement in helping the local government.
