EU assists Sierra Leone in its fight against
Illegal, Unregulated and Unreported (IUU) fishing

The European Union (EU) recently passed a new EU Regulation on Illegal, Unreported and Unregulated (IUU) fishing, which entered into force on 1st January 2010. All countries, which export fishery products to EU Member States have to comply with this new regulation.

Following a request from the Ministry of Fisheries & Marine Resources (MFMR), the EU commissioned a consultancy to provide technical assistance and training to key staff of the MFMR and other relevant stakeholders, in order to support the Government of Sierra Leone (GoSL) in building the local/national capacities and procedures to comply with the EU Regulation on IUU fishing. Thanks to its geographical location, the EU would be the natural export market for fishery products originating from Sierra Leone, and the GoSL as well the local private sector have a keen interest in tapping into this market potential.

The final day of a three-day training seminar took place at the conference room of the MFMR in Freetown yesterday. The training seminar, which endeavored to acquaint private and public sector actors with the details of the EU Regulation, brought together representatives from the artisanal fishing sector, fishing companies, and public authorities such as the Navy, the Maritime Police, The Ministry of Health and Sanitation, and MFMR staff amongst others.

The new EU Regulation on IUU fishing requires would-be fish product exporters to EU markets to abide with specific provisions, which aim to ensure that fish entering the EU market has been caught legally, and in line with prevailing management and conservation measures. The EU Regulation on IUU fishing is a response to past accuses, according to which EU Member States import illegal catches for a value exceeding one billion annually. With its entering into force at the beginning of this year, it is being expected to drastically reduce imports of illegal (or "dirty") fish through the implementation of this regulation.

The training seminar was prepared and led by Mr. Gilles Hosch, a European expert on IUU fishing, with wide ranging experience in designing, and implementing fisheries monitoring, control and surveillance (MCS) schemes in the sub-region, and throughout Africa. The seminar spent two days detailing the dynamics of IUU fishing, the importance of MCS schemes, and the details of the regulation and its centerpiece the catch certification scheme. The third day was dedicated to working group sessions during which the necessary procedures for the implementation of the scheme were explored and drafted.

The catch certification scheme hinges on the control that flag States exert over their fishing vessels. The Sierra Leone Maritime Authority (SLMA) is the body responsible for conferring flags to fishing vessels registered in Sierra Leone, and is hence a crucial actor within the remit of this legislation. While the absence of the SLMA in the seminar was sorely noted, the other participants did appreciate the opportunity to get acquainted with the regulation first hand, and to take note of the shared public and private responsibilities accruing to them under the text of law. This activity, which was undertaken with the support of the EU Delegation in Freetown, signals a firm commitment by MFMR to tackle the IUU fishing problems affecting Sierra Leone.

One of the outcomes of the seminar is a firm commitment by MFMR to now develop and implement a comprehensive national plan of action to combat, deter and eliminate IUU fishing.
