INTERNAL/EXTERNAL VACANCY

Action Contre la Faim (ACF) is an International Non-Governmental Organization that is charitable, impartial, non-political, independent and non-profit making, with headquarter in Paris, France.

ACF has humanitarian programmes in more than 36 countries, assisting victims of war and famine. In Sierra Leone ACF opened in 1991. ACFs overall objective in these contexts is to fight against hunger and this is achieved through the implementation of nutrition, health, food security and water & sanitation projects. Emergency relief responses to immediate needs are usually followed by longer-term activities aiming to enable affected populations to regain their self-sufficiency.

ACF is seeking a motivated, dynamic and experienced candidate for:

1. JOB TITLE: Human Resources Manager
SUPERVISOR: Head of Mission
LOCATION: Freetown
DURATION OF CONTRACT: 9 months with possibility of extension
STARTING DATE: March 2010
PROBATION PERIOD: 3 Months
SALARY SCALE LEVEL: Manager Level 2

Objective of the Position

Define and implement the HR policy:
Implement the salary policy
Evaluate and organize the work
Manage careers and staff mobility
Ensure internal communication and develop new partnerships

Description of the Position Tasks:

- Implement and develop the national HR policy;
- Apply and make sure that ACF texts and the charter are applied in order to prevent abuse;
- Manage the prevention of power abuse risks by reinforcing the organisation, procedures and means of control;
- Act as focal point and referee for all problems related to power abuse;
- Implement and ensure application of the HR policy and social welfare on the mission;
- Check the updating of individual staff files;
- Evaluate the risks linked with social policy changes;
- Make a statistical evaluation for HQ.
- Review all the job descriptions and check the overall coherence;
- Apply a coherent classification of posts;
- Carry out a study of the cost of living and the job market;
- Establish a salary scale and readjust the salaries annually (general and individual increases) ;
- Calculate income taxes and other taxes and check the social benefits and payments to organizations;
- Supervise the payment of salaries;
- Evaluate the risks related to changes in the payment policy.
- Consolidate the missions organization chart;
- Make a list of the countrys schools and training courses;
- Identify posts that can be nationalized;
- Improve recruitment procedures;
- Participate in the recruitment of national executives.
- Set up a regular appraisal system;
- Organize annual appraisal meetings and analyse the grids;
- Establish an annual training plan, implements it, follow and measure the impact;
- Train the managers in the use of HR tools;
- Implement staff promotion;
- Manage staff careers and mobility;
- Give advice and support to the mission managers;
- Create staff representation according to the local legislation;
- Ensure regular meetings with the staff representatives;
- Write and distribute internal reports;
- Organize information meetings;
- Make sure that newly employed staff members are well integrated;
- Create and develop relations with the local authorities on HR matters;

Participate in elaborating projects related to national human resources

QUALIFICATIONS AND COMPETENCIES REQUIRED

Higher Education Diploma in Human resources

Extensive experience in human resources and management

Diplomacy, Rigour, Firmness, Excellent knowledge of English, Sense of confidentiality, Attentive, Open-mindedness, Creativity, Good communication with people
