GENERIC JOB DESCRIPTION

I. Position Information

Job Code Title: NHDR Advisor
Type of Contract: Service Contract
Level: SC11 (NOD) Economic Development Unit UNDP, Sierra Leone
Supervisor: Senior Economist
Duration: 6 Months(Renewable)

II. Organizational Context

Under the guidance and direct supervision of the Senior Economist, the National Human Development Report (NHDR) Advisor is responsible for providing advice and strategic input to the management of UNDP programme within the thematic/sectoral areas assigned. The NHDR Advisor analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

III. Functions / Key Results Expected
Summary of Key Functions:

- Reparation of the National Human Development Report (NHDR)
- Support to the preparation of other knowledge-based reports as required by the Senior Economist

1. Ensures participation in the production of NHDR through:

- Review of previous NHDR Reports, UN Joint Vision report and the Poverty Reduction Strategy Paper (PRSP) and their relations to the NHDR.
- By working closely with the Steering Committee (SC) and the Task Force (TF), identify data and/or information gaps in producing the NHDR.
- Ensure that all materials produced adhere to the specified and agreed format
- With the SC and TF, prepare the first draft of the Sierra Leone NHDR 2010, including the harmonization of all sections.
- Creation of strategic partnerships with UNCT and MDAs.

2. Ensures participation in the production of other knowledge-based reports through:

- Compile, analyze and interpret economic and statistical data relevant to UNDPs Country Office programme.
- Support the preparation of top quality socio-economic briefs/reports
- Analysis and research on substantive thematic areas as directed by the Senior Economist

IV. Impact of Results

The key results have an impact on the effectiveness of the intellectual content of the country programme, in particular, the NHDR.

VI. Recruitment Qualifications

Education: Minimum of a Masters Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience: 7-10 years of relevant experience at the national or international level in providing management advisory services. Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements: Fluency in the UN and national language of the duty station.

Other requirements Excellent IT and drafting skills. Prince2 training and certification, RMG is desirable but not a requirement.

II. Organizational Context

Under the guidance and direct supervision of the Country Director, the Executive Associate to the CD ensures effective and efficient functioning of the RR/RC office, full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made.The Executive Associate can supervise the secretarial and clerical staff of the directorate. The Executive Associate works in close collaboration with office teams, staff of the UN Agencies, donor community, national authorities, NGOs and CSOs to ensure efficient flow of information, actions plans, briefing materials, and monitoring to ensure their timely completion.

III. Functions / Key Results Expected

- Provides support to the substantive and financial management of the CO programme and operations
- Ensuring effective and efficient functioning of the CDs office
- Provision of communications and administrative support
- Facilitation of knowledge building and knowledge sharing

1. Provides support to the substantive and financial management of the CO Programmes and Operations, focusing on the achievement of the following results:

- Presentation of thoroughly researched information for formulation of country programme operations planning, preparation of draft work plans, budgets, proposals on implementation arrangements.
- Initiation of a management project, entering project into Atlas, preparation of required budget revisions.
- Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports.

q- nalysis of the situation in programme and operations, identification of operational and financial problems, development of solutions.

- Inputs into preparation for conduct of audit of projects, implementation of audit recommendations.
- Substantive participation in the operations work planning processes

2. Ensures effective and efficient functioning of the Directorate focusing on achievement of the following results:

- Assist Country Director in managing the programme and operations aspects of the Country Office.
- Maintenance of the supervisors calendar, contacts with high-ranking visitors, arrangement of appointments and meetings, acting as an interpreter when required and/or taking minutes.
- Maintenance of protocol procedures and training of office staff in this area.
- Preparation of high quality briefing materials for supervisor for appointments, meetings, missions.
- Preparation of informal translations and other official documents.
- Management of CDs missions and representation schedule.
- Maintenance of rosters of high-level partners, telephone lists.
- Preparation of correspondence, directives, comments on behalf of CD for his/her signature and making follow-up when required.Use of automated office management systems for effective functioning of the CDs office.

3. Ensures provision of effective communications and administrative support to the country office focusing on achievement of the following results:

- Maintenance of the filing system ensuring safekeeping of confidential materials. Use of automated filing system.
- Coordination of the information flow in the office, follow up on circulation files.
- Facilitation of information sharing between UNCT, the UN Coordination Unit and UNDPs staff at all level.
- Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of reports.
- Screening of all incoming calls and correspondence.
- Presentation of proposals to eliminate communication bottlenecks in the office and streamline office procedures between the supervisors office and subordinate division.
- Efficient administrative support provided to the Directorate, including Atlas transactions and compilation of programmatic, financial and other management data from Atlas.
- Training of staff within the office on office management and protocol.
- Ensuring an enabling environment within the country office.

3.Ensures facilitation of knowledge building and management focusing on achievement of the following results:

- Sound contributions to knowledge networks and communities of practice.
- Organization of specialized trainings for secretaries.
- Organization of trainings to UN staff on coordination, administration and protocol issues.

IV. Impact of Results

The key results have an impact on the efficiency of the CDs office and the Directorate. Accurate analysis and presentation of information strengthens the capacity of the CDs office and promotes the image of UN/UNDP as an effective contributor to the development of the country. Incumbents own initiative is decisive in results of work and timely finalization.

VI. Recruitment Qualifications

Education:

Secondary Education with specialized secretarial training or first University Degree or equivalent would be desirable, but it is not a requirement.

Experience:

5 to 7 years of progressively responsible secretarial, administrative, programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, Power point etc), experience in handling of web based management systems.

Language Requirements:

Fluency (both oral and written) in English, and one of the national languages of the duty station.

Additional Requirements

Excellent IT and drafting skills
