Request for Proposals for Capacity Building Grants in Natural Resources Management and Biodiversity Conservation

 

An international NGO is seeking proposals for capacity building grants from qualified  Non-Governmental Organizations (NGOs), Civil Society Organizations (CSO)s and Community Based Organizations(CBO)s in order that they may serve as  effective partners in NATURAL RESOURCES MANAGEMENT  (NRM) and BIODIVERSITY CONSERVATION in Sierra Leone.


We have conducted broad consultations with government and civil society to identify relevant CSOs and CBO in the NRM and conservation sector . In general, we define general roles and responsibilities for CBOs and CSOs as follows:  CBOs engage in land and natural resource use and management and in regulation and enforcement. CSOs on the other hand, engage in advocacy and awareness and research and monitoring. 


We will provide direct training or contract other institutions to provide relevant training for local CBO and CSOs in NRM and biodiversity conservation.


The proposal should focus on trainings and capacity building programs in the following areas:

 

1. Advocacy and awareness

We seek to raise awareness and increase advocacy skills concerning the management of natural resources. Critical natural resource issues to consider are: status or condition of forests, use of  natural resources,  transparency in regard to natural resource revenues and the flow of  natural resource information.

 

2.  Research and monitoring

We are particularly interested in building up a cadre of Sierra Leone professionals in the area of NRM and biodiversity research and monitoring.  Natural resources management issues of particular relevance to our program are the interaction between environment and agriculture, agroforestry systems, community forestry, natural forest management, land use planning, and payments for environmental services. Finally, we are specifically interested in landscape level biodiversity and monitoring that focuses on baseline data collection on the distribution of fauna and flora in general in Sierra Leone.   

 

 Format for Submission of Proposals

1. Covering letter explaining the nature of your organisation

2. Registration details

3. Particulars of bank account

4. Capacity of organization: including particulars of key staff in the organisation, numerical strength and working environment  including detailed CVs and location of offices throughout the country.

5. Description of major projects undertaken in the past three years, to include the following:

 

Nature of project

Date and time scale

Description of work carried out by key staff

Project achievements

6. Detailed proposal for activities relating to this grant. 

7. Detailed budget for proposed activities, to include:

Total costs for the period

The amount of funding requested in this application

Your own contribution in cash or in kind

Full explanations to be attached in detailed notes for each budget line

8. Particulars of two organisations who can act as referees

Proposals should be 15 pages or less and include a detailed budget and timeline of activities.  Please respond by no later than March 24 to ardslgrantsmanger@gmail.com


Request for Proposals for Capacity Building Grants in Natural Resources Management and Biodiversity Conservation 

 

An international NGO is seeking technical and implementation assistance from capable partners.  Specifically we are seeking  proposals from local organizations that can deliver timely, independent, and accurate information on the management, utilization and trade of natural resources.

We believe that improving the collection (quality/accuracy, frequency, etc.) and dissemination of information on the management, utilization and trade in natural resources will serve two important goals: to present GoSL and other  national  policymakers, those implementing policy at the local level, and resource users with the information they need to make informed and transparent decisions in a timely manner on the best way to manage a resource or a set of resources (e.g., adaptive management); and, to ensure that revenues from timber, minerals, and precious metals are being captured for both national and local government, and as a result will enhance the development and livelihoods of diamond communities.

We suggest at a minimum that the following information be collected and disseminated;

Key policy information on mining, forestry and agriculture

Legal processes involved in the exploitation of natural resources and the impacts of such activities on the wider environment ( including license processes, cost and acquisition, land and property rights, etc.)

Corporate social responsibility of corporate bodies operating in Sierra Leone to communities including benefits to such communities, creation of jobs and social amenities for locals, prompt and accurate EIA conducted, etc

Export figures on products of timber, diamond, gold and sales of key natural resources and the amount of revenue generated and captured in the national and local economies

The status of key forest reserves and the potential threats facing such reserves especially as a result of unsustainable exploitation of natural resources

We have identified the following information gaps and issues in regard to natural resources:

 

Information gaps between government ministries and the local communities and the wider populace and vice-versa

Information gaps between corporate bodies and local people living in their operational area

The coordination and communication between stake holders in the collection and dissemination of information is weak

The management of information for public consumption has been poorly coordinated

 

The proposal should address the following three functional considerations in regard to the collection and dissemination of  information. These are the source, processor, and the recipient of the information. The awardee needs to define clearly the institutions involved in those three areas or functions and their specific roles and responsibilities.   Additionally the awardee needs to suggest an appropriate methodology for the identifying the sources of information and develop a methodology for the collection of this information.  Finally they will need to develop a strategy and a plan for dissemination.  We envision this partner to be critical to the success of our program.

Finally the proposal should address the following criteria as part of their application package:

a) Existing capacity in terms of information collection and processing systems

b) Relationship with GoSL, local stakeholders, and development partners

7. Detailed budget for proposed activities, to include:

Total costs for the period

The amount of funding requested in this application

Your own contribution in cash or in kind

Full explanations to be attached in detailed notes for each budget line

8. Particulars of two organisations who can act as referees

Please keep applications to 15 pages text, not  including information ( CV, Resumes) about staff etc.

 

Proposals should  also include a detailed budget and timeline of activities.  We may grant multiple awards but reserve the right to grant none if the proposal do not meet a minimum  criteria.  Please respond by no later than March 24 to ardslgrantsmanager@gmail.com
