Position Title:         Senior Programme Assistant

Post Grade:             GS6, Fixed-Term Appointment


DUTIES, RESPONSIBILITIES AND OUTPUT EXPECTATIONS


Under the overall guidance of the WFP Country Director and Deputy Country Director and the direct supervision of the Head of Sub-office, Magburaka or Kenema, the Senior Programme Assistant will perform the following duties:

   Act as Officer-in-Charge (OIC) of the sub-office in the absence of the Head of Sub-Office and be a competent local adviser to the Head during his/her presence;

  Undertake negotiations for and prepare project documents with government ministries and other participating agencies;

   Organize project planning and targeting missions, meetings and briefing sessions to identify and analyze problems and recommend project;

   Assess project performance including utilization of resources and achievement of planned targets;

  Ensure the timely implementation of all assigned projects at sub-office level and prepare pertinent reports on project activities

   Analyze and prepare projections for food commodities and non-food items to ensure timely call forward;

Maintain records on programme activities, from formulation stage through completion, by extracting relevant information from reports, project committees, budget records and other documentation; make information available for country briefs, country profiles, and other related purposes, ensure project cycle deadlines are met.

    Conduct regular field visits to monitor project performance including monitoring of achievement of planned targets, food deliveries, distribution and post distribution utilization of food and non-food resources.

Monitor, update and track qualitative data related to project targets and achievements; ensure accuracy of data related to the above, compile and analyze monitoring information and prepare monthly progress reports with recommendations on follow actions;

  Follow up with cooperating partners on timely submission and quality of monthly distribution and progress report;

   Ensure that the WFP Gender Policies is incorporated into all programmes;

   Train Counterparts on standard project implementation procedures in nutrition, school feeding and livelihoods support;

  Undertake assessment and monitoring of activities to ensure that Counterparts have the capacity to implement and that project activities are going on as WFP standard operation procedures;

  Routinely check Counterparts stores and project sites to ensure standard storage practices and also make sure that the objective of the project is not compromised.

  Prepare status and progress reports by providing information and background material for use in discussions and briefing sessions;

  Provide guidance, on-the job-training and assistance to support staff;

    Evaluate, develop, and recommend procedures.  Participate in discussions on new/revised procedures and practices; interpret and assess the impact of changes and make recommendations on follow up actions;

  Performs any other duties as required. 

Expected Results

Well organized, complete and accurate reports, records and/or data, put together independently with only general guidance.

Critical Success Factors:

Sound judgment; ability to extract, interpret, analyze and format data and to resolve operational problems. Ability to work with minimum of supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds.

Adherence to the UN Code of Conduct is a must.

Qualifications:

Education:

University Degree or Advanced Diploma in the field of agriculture, environmental science, social sciences, rural development, socio-economics, development economics, or other related field.

Experience:

At least five years of progressively responsible experience of which at least one year was closely related to programme functions.   At least one year at the G5 level or equivalent.

Knowledge:

Good experience in utilizing computers including word processing (MS Word, Spreadsheet (MS Excel) and other software packages.

Language:

Fluency in both oral and written English

TERMS OF REFERENCE

 

Duty Station: Freetown

Department: Logistics Unit

Position Title: Air Operations Assistant

Post Grade: GS4 Equivalent, Service Contract

 

Under the overall guidance of the WFP Head of Logistics and direct supervision of the Air Movement Officer, the Air Operations Assistant will perform the following duties and responsibilities:

Compile and maintain a data base of all Agencies and Organizations eligible to use WFP UNHAS flights as detailed in Standard Operational Procedure Guidelines.

  Receive, screen and compile passenger and cargo requests and prepare Manifests for UNHAS Freetown accordingly and provide Manifests in a timely manner to the Regional Air Operations Office.

  Provide   flight   information,   flight   confirmation,   via   e-mail/phone   to   the concerned agencies.

Communicate with the agencies regarding the WFP UNHAS procedures and update them accordingly.

Compile   the   required   manifests/documents   and   provide   any   special information related to cargo or passengers flying status to WFP staff at the airport check-in.

Retrieve all air task orders, manifests, ticket coupons, and booking fee receipts for compilation with passenger and cargo requests required for filing and audit.

Update and maintain a data base of all activities regarding aircraft, passenger, and cargo movement, including fuel uplift and special information pertinent to the local area of operation.

Assist in maintaining a data base for compilation of statistics on all requests received and satisfied.

  Prepare WFP financial receipts and reports pertaining to the UNHAS operations.

  Liaise with Finance Unit for prompt feedback to customers.

  Ensure proper filling of all UNHAS documents including those related to Finance.

Perform airfield operations if and when required

Perform any other duty assigned by the supervisor.

Qualifications

High School education, preferably supplemented by technical or university degree in business administration, computer science or statistics or related field with formal training in logistics/transport activities (preferably air transport). Knowledge of aviation is an essential qualification.

Knowledge

Good experience in utilizing computers including word processing (MS Word, spreadsheet (MS Excel) and other software packages.

Experience

A minimum of 3 years of progressively responsible support experience including at least two years in administrative or customer service orientated organization related field.

Critical success factors

Analytical and conceptual abilities. Sound judgment. Ability to perform precise and detailed work and handle a large volume of work quickly and accurately. Good writing skills and fluency in English. Ability to work in a team under tight deadlines. Ability to work independently with minimum supervision. Ability to establish effective working relations with persons of different social, national and cultural backgrounds. Personal integrity and strict adherence to UN Code of Conduct performing up to the highest standards of competence, honesty, incorruptibility, cooperation, fairness, commitment, independence, impartiality and discretion.

Communications skills

- Fluency in both oral and written English; working knowledge of French is desirable

- Ability to prepare clear and succinct reports

-Computer literate (Microsoft Word, Excel, Access)
