TERMS OF REFERENCE

 

Duty Station:            Freetown (Ports)

Department:             Logistics

Position Title:            Senior Logistics Assistant - (Shipping)

Post Grade:             Equivalent GS6 Service Contract


Under the overall supervision of the Country Director and under the direct supervision of the Head of Logistics (in future under the direct supervision of an International Logistics Officer - Shipping), the Senior Logistics Assistant (Shipping) will perform the following duties and responsibilities:


-  Coordinate the loading/off-loading of vessels

-  Liaise with the Port Management to ensure maximum security during off­loading of vessels

-  Liaise with the WFP Transport and Shipping Unit in Headquarter and the WFP Regional Bureau Logistics Officers in Dakar regarding vessel arrivals

-  Liaise with clearing and forwarding agents to expedite shipments through customs clearing and Scanning

-  Closely supervise the Superintendent and/or Stevedoring Company acting on behalf of WFP

-  Co-ordinate with all shipping Agencies, Port Management, and Clearing and Forwarding Agents in respect to vessels carrying food commodities and non -food items arriving by sea or air

-  Plan and mobilize the workforce and equipment for operations during off­loading and loading vessels

-  Ensure presence of Superintendent during off-loading, destuffing and stuffing of containers

-  Improve cargo handling and discharge operations quayside so as to reduce losses and avoid demurrage on free out vessels

-  Ensure accurate reports from ship hold gear to quayside/trucks and in warehouse by Superintendent

-  Prepare weekly, monthly and yearly reports on in-coming vessels with food commodities and non-food items (NFI) (Shipping Arrivals)

-  Prepare   Out-turn   Reports   on   completion   of   vessels   discharge   and reconditioning.

- Carry out investigations in case of any irregularities and shortcomings and proactively report them to the Country Director and the Head of Logistics.

-  Perform other tasks assigned by the WFP Management


Expected Results:


Well organised, complete and accurate reports, records and/or data, put together
independently with only general guidance.

Critical Success Factors:

Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems. Ability to work with minimum of supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds.

Adherence to the UN Code of Conduct is a must.


Qualifications

Education:


Higher/Advanced Diploma in purchasing/supply, business administration, transport and economics or any advance technical or university courses in a field related to WFP logistics/shipping activities.


Experience:


At least five years of practical commercial/professional experience in one or more of the transportation and ancillary sector: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport.


Knowledge:


Good experience in utilizing computers including word processing (MS Word, spreadsheet (MS Excel) and other software packages.


Language:


Fluency in both oral and written English.


Desirable skills:


Knowledge and experience with policies and procedures in WFP Operations, specifically in the area of work.
