MINISTRY OF FISHERIES AND MARINE RESOURCES
PUBLIC NOTICE

Pursuant to the pronouncements of His Excellency the President Dr. Ernest Bai Koroma, regarding enforcement and compliance issues in the regulation of the industrial fisheries, the Ministry of Fisheries and Marine Resources wishes to make the following announcements for strategic implementation of these procurements.


1.       In order to enforce fish landing obligations and by catch regulations, the fish collection of fish at sea by canoes from fishing trawlers is banned with immediate effect.  All fishery vessels must come in to carry out discharge.

2.    All local fish carriers must carry Fisheries Observers onboard, authorized to obtain statistics of quantities of fish received by the local carriers from individual fishing vessels. Consistent with the Section 68, Subsection 2e of the 1994 Fisheries Management and Development Act, the Fisheries Observers should be permitted to access the Communication and Navigation Equipment of the vessel to transmit daily catch report to the Radio Room of the Ministry of Fisheries and Marine Resources.

3. All fishing vessels and local fish carriers should not move out of the Maritime Waters of Sierra Leone without written authorization from the Ministry of Fisheries and Marine Resources.

4. Whist the Ministry of Fisheries and Marine Resources is putting appropriate strategies in place to regularize the payment of remuneration to Fisheries Observers, as an interim measure, fishing companies are now required to pay remuneration for Fisheries Observers to the Principal Accountant of the Ministry of Fisheries and Marine Resources at the time of licensing of their fishing vessels.

5. Regarded as key players in the implementation of His Excellencys Pronouncements on the regulation of industrial fisheries, the Ministry of Fisheries and Marine Resources is convening an urgent meeting with Fisheries Observers on the 18th March 2010, at 10:OOAM at the Conference Hall of the Ministry, 7th Floor, Youyi Building.

6. All licensed industrial fishing vessels are therefore required to facilitate this process by steaming to Freetown Port with currently serving Fisheries Observers against the stated date of the Meeting.

7. Copies of all signed documented agreements between Fishing Companies and their overseas partners should be made available to the office of the Director of Fisheries on or before 19th March 2010.
8. The Maritime Wing of the Sierra Leone Armed Forces has been fully instructed to apprehend any fishing vessel involved in pair trawling in Sierra Leone Maritime Waters.

9. All fishing companies must now label their packaging materials (cartons for packaging) with clear indication that Sierra Leone is the origin of the fish products. This regulation will be enforced at times of transhipment, inspection and during regular patrols at sea.

10. As partners in the socio-economic development of this country, we urge the fishing companies to comply fully with these regulations as they are commitment with the fishing laws and also the fishing component in the Agenda for Change programme.
