In Sierra Leone, Central Government Devolves Functions to Local Councils

The Rural Development Wing of the Ministry of Internal Affairs Local Government and Rural Development, on Thursday 18th March 2010, formally devolved some of its functions to Local Councils. This is the latest development in the devolution programme which aims at ensuring that 18 Ministries, Departments and Agencies devolve some of their functions to Local Councils according to the provisions of the Local Government Act.

 

According to the Legal Expert in the Decentralisation Secretariat Floyd Davies, the most serious set back in the decentralisation programme has been the slow pace of the devolution process. He told the meeting that a workshop was held at Bintumani Hotel in Freetown in May 2009 to devise ways of fast tracking the process.

 

Speaking at the meeting yesterday, Floyd Davis said that one of the outcomes of the workshop in May was the forming of a Task Force on Devolution, and added that the Task Force has visited several MDAs and has succeeded in convincing them to prepare devolution Roll out Plans and to speedily devolve some of their functions.

 

The World Bank Consultant for the IRCBP Brendan Glynn affirmed that the Donor Group in Sierra Leone has been very supportive of the decentralisation programme.

 

However, he added that it was regrettable that the devolution process was moving at a rather slow pace.

 

Civil Society Activist, Fallah Ensah-Ndemah, stressed the fact that MDAs were required by law to devolve functions, and declared that the commitment of Civil Society was unflinching. This is one of the means of reaching the people with the resources meant for them he said.

 

The ceremony was chaired by the Deputy Minister in the Ministry of Internal Affairs, Local Government and Rural Development, Hadiru Kalokoh, who called on MDAs to take the devolution process seriously.

The Permanent Secretary, Ministry of Internal Affairs, Local Government and Rural Development, Alhaji Lansana Koroma, said that an IRCBP phase two would probably be necessary to address some outstanding setbacks in the decentralisation programme.The Director of the Decentralisation Secretariat, Alhassan Kanu was present at the meeting.
