Procurement of Five (5) Vehicles for Transporting Personnel and Goods for NPAs Operations.

Procurement Number: NPA/ICB/ADMENV002/2010

The Sierra Leone National Power Authority (NPA) wants to procure five (5) vehicles to be used in transporting personnel and goods for NPAs operations, and has allocated funds from its procurement budget for 2010 for the procurement of such goods and now invites sealed bids from eligible bidders for the supply of five (5) vehicles.

The scope of supply shall include the following goods listed in the table below. These vehicles are capital items, hence procurement would be done through International Competitive Bidding. Consideration will be given to local suppliers who can give a manufacturing guarantee and an extended warranty of the vehicles for both lots.

The following are the quantities, ratings and technical specifications of the items required.

The bills of quantities do not generally give a full description of the vehicles to be supplied. Bidders shall be deemed to have read the Technical Specifications and other sections of the bidding documents to ascertain the full scope of the requirements included in each item prior to filling in prices. The entered prices shall be deemed to include for the full scope as aforesaid, including overheads and profit.

The Biding will be conducted through International Competitive Bidding (ICB) a procedure specified in the Sierra Leone National Public Procurement Act 2004 and is open to all eligible bidders who can demonstrate the ability to pre-finance the supply of the goods within the stipulated timeframe.

Quotation are to be prepared in triplicate for the two lots and in English Language and are to be accompanied by adequate technical documentation and catalogue(s) and other printed material or pertinent information (in English Language) quoted, including names and addresses of firms providing service facilities in Sierra Leone. Consideration will be given to local suppliers who can give a manufacturing guarantee and an extended warranty of the items.

The prices should be quoted for delivery CIP Kingtom Power Station Freetown, according to INCOTERMS 2000. Prices are to be quoted in United States Dollars only.

Offers determined to be substantially responsive to the technical specifications will be evaluated by comparison of their prices by converting their CIP price to the Leone based on the selling exchange rate published by the Central Bank of Sierra Leone on the date specified for submission of quotations. Price quotations will be evaluated for all the items together and contract awarded to the firm offering the lowest evaluated price and that meets the required standards of technical and financial capabilities.

Your quotation(s) should be valid for a period of 30 days from the date of receipt of quotation(s). Please confirm by e-mail the receipt of this invitation and whether or not you will submit the price quotation(s).

Interested bidders may obtain further information and inspect the bidding document at the address given below between 0900 to 1700 hrs. Mondays to Fridays. A complete set of the bidding documents in English may be purchased by interested bidders from The Procurement Unit, National Power Authority, Electricity House, 36 Siaka Stevens Street, Freetown, upon a non-refundable fee of (Le300,000.00) Three Hundred Thousand Leones only for local Suppliers, and USS100.00 (One Hundred United States Dollars) for Overseas Suppliers. Methods of payment will be by cash for local Suppliers and electronic transfers to Account No.: 02-011434922-01 at Rokel Commercial Bank (SL) Ltd. Siaka Stevens Street, Freetown for Overseas Suppliers. Documents may be sent to bidders by courier at their own cost or through an electronics copy from the purchaser.

Bids must be delivered to the address below at or before 12:00 hours on Friday 21st May 2010. Note: only bidders who paid and acquired the bidding document shall be allowed to participate in this procurement.

All bids must be accompanied by a bid security for each Lot. Bid Securities from Insurance Companies are not acceptable and shall be rejected. Bidders can apply for either one or both lots.
