TERMS OF REFERENCE

Position Title: Information Communication Technology Assistant Duty Station: Freetown
Post Grade: Equivalent GS 5/6 (depending on experience) Contract Type: Service
Contract
Duties and Responsibilities:

Under the overall supervision of the Head of Administration and Finance and direct supervision of the Senior ICT Assistant the ICT Assistant will be responsible for the following:

1. Plan, develop, install, administer and maintain computer systems, networks and/or facilities and maintain the accuracy and integrity of WFPs corporate data model and databases;
2. Manage the operation and maintenance of the Local Area Network (LAN), Wide Area Network (WAN) systems and Telecommunications systems;
3. Ensure timely installation and upgrading of LAN/WAN information system (e.g. Routers, Modems, Switches, Hubs, Wireless Access Point, etc);
4. Receive, test and install systems i.e. computer hardware, peripherals, software, network hardware;
5. Assist with day to day user problems on LAN/WAN systems, applications, e-mail systems;
6. Maintain all operating systems, business applications and antivirus software, ensure compliance with licensing and upgrades (i.e. Windows 2003, Lotus Notes/Domino, MS Office, Antivirus);
7. Provide hardware and software troubleshooting support to all office locations, seeking technical advice and support from WFP ICT Regional Bureau and Headquarters;
8. Perform maintenance and minor repair on hardware equipment;
9. Analyse user requirement and translate user needs into new computer application and recommend new computer systems and enhancements in the functionality of existing systems;
10. Carry out periodic computer skills survey to determine user knowledge of applications and identify training requirements and propose cost effective measures to upgrade staff skills;
11. Prepare and maintain a comprehensive inventory of all ICT assets in the Country Office and Sub Offices;
12. Maintain the accuracy and integrity of the WFPs official databases;
13. Develop and prepare training materials and technical user and system documentation for the WFP computer users;
14. Prepare and review specifications for systems, the network, connectivity projects, facilities and report/ resolve problems;
15. Integrate IT and TC systems and ensure appropriate data security and access controls considering local and wide area network issues;
16. Develop ICT technical specifications for procurement of hardware and software including contracted services and conduct technical evaluation of bids and manage outsourced or contracted ICT services;
17. Act as a focal point for user related problems;
18. Identify and facilitate the definition of data requirements, including the conduct of feasibility studies and translating these into realistic use of tools and data;
19. Perform any other relate duties as assigned. Qualifications
Education: University degree in Information & Communications Technology (ICT) or Computer Science or Informatics plus a combination of supplemental courses/technical certification in related fields including extensive practical expertise in a wide range of ICT platforms.
Work Experience: A minimum of 2-3 years experience with information technology installations and equipment demonstrating hans-on expertise with Windows 2000/2003 server operating system, Microsoft Office XP (Word, Excel, PowerPoint, Visio), Lotus Notes, LAN, WAN, WLAN technologies, some exposure to HFA/HF radio, PABX, VSAT and satellite systems in a globally distributed TC/IT operation including supervisory responsibilities.
Language: Fluency in spoken and written English.
Other Desirable Skills: Strong written and oral communication skills. Substantive knowledge and practical experience with the following technologies - Digital Communications Technology: Data communication services over WAN and LAN infrastructures; Networked multi-layer LAN and WAN switches, routers, bridges; VolP and CISCO switches, routers and bridges and protocols used on them; TCP/IP networking; Telephone Technology: Medium to large capacity PABX systems; group switches, digitally enhanced cordless telephones, fibre optic systems, strong background in Ericsson range of PABXes including telephone management and billing systems; Radio Communications Technology: experience with Codan HF and Motorola VHF systems and equipment; Satellite Technology: Small and large VSAT systems including portable satphones.

Adherence to the UN Code of Conduct, i.e. the highest standards of integrity is a must.
