THE NATIONAL JUDICIAL TRAINING INSTITUTE (NJTL)

The Judiciary continues to forge ahead with its reform, restructuring process and access to justice programme. Recognising the importance of its human resource and the need to build the capacity of the justice sector, in line with the sectoral approach, the Judiciary has embarked on the establishment of the National Judicial and Legal Training Institute in Freetown.

The Institute will provide continuous judicial education for judicial, justice sector staff and paralegals with the aim of enhancing service delivery, improve access to justice, and promote good governance.

We live in a world of rapid changes in the context of globalisation. There is a demand for specialization and excellence. In this regard, the Judiciary is grateful that its development partners are supportive of this vision and are committed to ensuring its realisation.

Against this backdrop, the GTZ (Deutsche Gesellschaft Fur Technische Zusa mmenarbeit), the German Development Agency in Sierra Leone, has agreed to support this project to a large extent and has actualised this support through its project of "promoting the Rule of law and justice in Sierra Leone", and has procured the initial equipments that will be required for the Judicial and Legal Training Institute (JLTI). The contract which was signed by the Hon Chief Justice Umu Hawa Tejan-Jalloh on behalf of the Judiciary, and Lucie Laplante, the GTZ International Expert on "promoting Rule of Law and Justice in Sierra Leone", is for an initial amount EUR80,000.00 (Eighty Thousand Euros).

Ms. Laplante pledged the continued support of GTZ to the judiciary in other areas to promote the Rule of law in Sierra Leone. The Honourable Chief Justice - Umu Hawa Tejan Jalloh, expressed the Judiciarys appreciation and vowed to press ahead with the programme of reform and capacity building.

The Consultant Master and Registrar, Julia Sarkodie-Mensah indicated that other partners principally, the United Nations Development Programme and the Justice Sector Development programme have also pledged to support this very noble project by filling in any gaps. We trust that the National Judicial & Legal Training Institute will soon become a reality in Sierra Leone.
