REQUEST FOR PROPOSALS TO CONDUCT VALUE CHAIN STUDY

The Government of Sierra Leone has received a grant from the Federal Republic of Germany through KfW towards the cost of financing the Pro-Poor Growth for Peace Consolidation (GPC) Programme. The GPC Programme concerns the economic recovery and sustainable employment creation in targeted districts in order to contribute to the consolidation of peace in Sierra Leone. The Programme executing Agency, National Commission for Social Action (NaCSA) in collaboration with GTZ intend to apply part of the grant to cover eligible payments for consultancy services to conduct a Value Chain Study on Small Ruminants and Cattle in the Koinadugu District.

The purpose of the assignment is to foster the implementation of two programmes: Pro-Poor Growth for Peace Consolidation Programme (GPC) of KfW executed by NACSA and the Employment Promotion Programme (EPP) of GTZ. The two programmes focus on employment promotion through value chain and rural development. The overall goal of the study is to conduct a value chain assessment for small ruminants (goats and sheep) and cattle that will eventually provide information need for program decision and the development of strategies towards enhancing household food security, increased income and improved livelihood for rural poor farmers, by addressing identified bottlenecks in the value chains.

The primary output is a value chain assessment report for small ruminants and cattle, detailing key findings, comments, conclusions and recommendations of the Study. The consultants shall be expected to give the background/rationale for the feasibility assessments in all necessary detail.

The activities to be performed by the prospective consultants includes, but not necessarily limited, to the following:

A review of all relevant documents and background material in preparation for the study.
Discussions and interviews with key officers of the Ministry of Agriculture and Food Security, other relevant Ministries, departments and agencies, Local Council, other NGOs operating in that sector at the district level, as well as with other stakeholders, and not least with farmer or cattle-rearer associations and agro-vet business representatives.
Facilitation of the Study processes and working sessions as decided during the course of undertaking the assignment.

Against this background, NaCSA is requesting consulting firms with the requisite skill mix and experience in the assignment to express their interest in undertaking the study in writing and then collect the Request for Proposal. Consulting firms may associate to enhance their qualification.

Interested Firms should obtain the Request for Proposals (RFP) at the address shown below during office hours (08:00 -17:00 hours). The Proposals should be submitted on or before 3:00 pm on Monday, 31st May 2010.

Consultancy Services for :

(i)              Review of Standard designs, preparation of drawings, cost estimates  and tender documents for Economic and Social Infrastructure (ESI) Projects

(ii)            Condition Survey, assessments, technical planning, design and preparation of tender documents for spot improvements and minor rehabilitation of feeder roads

(iii)             Technical Supervision, Contract and Site Management Services for above projects

(iv)            Skills transfer to the respective NaCSA regional engineers and district teams

1. The Government of Sierra Leone has received a grant from the Federal Republic of Germany through KfW, towards the cost of Pro-Poor Growth for Peace Consolidation (GPC) and intends to apply part of the funds to cover eligible payments for Consultancy Services to enhance the capacity of NaCSA in the above listed Consultancy Services.

The National Commission for Social Action (NaCSA), the Project Implementing Agency of the GPC now invites Expressions of Interest (EOI) from eligible and suitably qualified bidders to be shortlisted for provision of the above services as and when required in the Kailahun and Koinadugu Districts.

2. Procurement of Consultancy Services will be conducted in a two-stage process
3. In this first stage (Request for Expressions of Interest- EOI), eligible and suitably qualified firms will be shortlisted for the services and registered on NaCSA database. 4. In the second stage, shortlisted firms will be requested to submit proposal for services through a Request for Proposals (RfP)5. The successful Consultant(s) will be encouraged but not obligated to procure the services of Clerks of Works and Site Supervisors from among current staff employed by NaCSA in the two districts on short term basis..
6. The notice commences on 30th April 2010 and closes on 31st May 2010.
7. Expression of Interest must be delivered to the address below on or before Monday, 31st May 2010 at 1:00 p.m.
8. Expression of interest must be submitted at the address shown below in the form and manner prescribed in the instructions to bidders.9. The expression of interest will be opened in the presence of bidders who chose to attend, on Monday, 31st May 2010 at 1:30 p.m at the address shown below.10. This notice has the complete information on the request for EOI except the Instructions to Bidders and Terms of Reference for the Services which should be collected at the address shown below by firms who wish to express their interest in the assignment
