JSDP, MOJ AND MIALGRD CONDUCT CHIEFDOM POLICE TRAINING

IN MOYAMBA DISTRICT

Freetown, Sierra Leone, 24 May 2010 The Justice Sector Development Programme (JSDP), in collaboration with the Ministry of Justice (MOJ) and the Ministry of Internal Affairs, Local Government and Rural Development (MIALGRD), starts training for 88 Chiefdom Police Officers in Moyamba, from 24th May to 4th June 2010.

In line with the Justice Sector Reform Strategy and Investment Plan (JSRSIP) 2008-2010, the JSDP aims to improve on the services of Local Courts in Moyamba District in compliance with international human rights standards, which in turn would result in improved satisfaction levels with the local courts and Paramount and Local Chiefs.

Priorities under the JSRSIP 2008 to 2010 and the Sierra Leone Police (SLP) Strategic Plan 2009 to 2011 reflect the need for community-based policing, which is a primary function of the MIALGRD.

Key problems identified by the SLP and JSDP Reviews include, a breakdown in crime reporting and recording procedures and inadequate intelligence processing; lack of skilled staff and capacity building; and poor supervision. Furthermore, coordination and policy guidance for referrals from Chiefdom Police and SLP on such issues as mediation in gender based violence cases, are not evident.

Therefore this training conducted by JSDP in Moyamba town, being the first in fifteen years for Chiefdom Police in Sierra Leone, will serve to build the capacity of Chiefdom Police at local level to perform their statutory role. Training modules will dwell on the role, function, powers and obligations of the Chiefdom Police, linked to policing at community level. Protective Measures for Women, Children and Vulnerable Groups; and Analysis of Peace and Threat in the Moyamba District are among the topics to be covered.

Items provided by the JSDP as part of its support to the Moyamba District Local Courts Project include, boots, two complete sets of uniform suits each, handcuffs, back packs, raincoats and rain boots for 88 Chiefdom Police; 6 bicycles for each of the 14 chiefdoms; and 29 typewriters for use by court clerks and treasury clerks.

Other activities under this project will include a review of, and campaigns in relation to, the restated customary law in Moyamba; and sensitization for Paramount Chiefs and local court functionaries in relation to the Gender and Child Rights Acts and the Local Courts Act.

JSDPs support to the Moyamba District Local Courts Project in collaboration with the Government of Sierra Leone, while improving the service delivery of the Local Courts, ultimately contributes to the reduction of crime in a bid to achieve justice for all in Sierra Leone.

The Justice Sector Development Programme (JSDP) is a Government of Sierra Leone initiative, funded by the UKs Department for International Development (DFID) and managed by the British Council. It is a six-year programme which started in March 2005 and will end in 2011.

The primary objective of the Programme is to improve safety, security and access to justice for the people of Sierra Leone, particularly the poor, vulnerable and marginalized. JSDP is located at the British Council on Tower Hill in Freetown, Sierra Leone.
