Development of an Integrated Financing Strategy (DIFS) for Sustainable Land Management in Sierra Leone - Policy, Legal and Institutional Analysis and Stocktaking

1.0 Background

The Medium Sized Project (MSP) on Building Capacity and Mainstreaming Sustainable Land Management Project is a GEF funded Project whose objective is to strengthen the enabling environment for SLM while ensuring broad based political and participatory support for the process. The Project is executed by the Sierra Environment Protection Agency of the Ministry of Lands, Country Planning and the Environment.

The project will build capacity for Sustainable Land Management in Sierra Leone by the removal of the key barriers to sustainable land management, and to mainstream SLM into law, university and school curricula and budgets through the Investment Plan and Regulatory Frameworks. This project will create sustainable capacity and ownership in Sierra Leone to mitigate land degradation and thereby meeting the countrys obligations under the United Nations Convention to Combat Desertification

2.0 Context and Justification

The production of an integrated financing strategy (IFS) formally referred to as the Medium Term Investment Plan (MTIP) is intended to replace the more traditional project-based approaches to resource mobilization, by helping to set the stage for sustainable resource flows based on an integration of SLM policy objectives into national priorities.

The first step in developing an Integrated Financing Strategy is therefore, to take stock of the environmental, policy, legislative and institutional conditions that may affect the countrys capacity to mobilize existing and new resources. This study would specifically analyse the policies, legal framework and institutional arrangements for sustainable land management in the country.

3.0 Objectives of the Consultancy

The general objective of this study is to describe the policies, legal framework and institutional arrangements immediately linked to sustainable land management with a view to contributing to

the formulation of a comprehensive, feasible and representative Integrated Financing Strategy (IFS) for Sustainable Land Management in Sierra Leone.

The Specific objectives include:

- An analysis of existing institutional set-up relevant to SLM;
- Partnership and stakeholder analyses; and
- An analysis of national planning framework and key policies as they relate to SLM issues.

4.0 Description of tasks to be carried out by the consultant

Under the direct supervision and in close collaboration with the Project Manager and the Lead Consultant, the tasks of the consultant will be the following:

A description of the national planning process, including an understanding of the policy -making organs (e.g. cabinet, parliament, district councils, presidential functions)
A description of the national policy initiatives having an impact on SLM or resource mobilization (e.g. regional integration, land reform, decentralization, debt reduction).
An analysis of the major priorities in the poverty reduction strategy as well as description of the PRSP and its associated MTEF process. This will be of particular importance for LDCs because MTEFs are expected to set expenditure ceilings, and therefore any resource mobilization will have to remain within the limits set by the government.
An overview of the laws or legal instruments governing finance, public finance and expenditures including flows from central budget to decentralized entities (districts, municipalities) with a view to determining the types of funding instruments that may be developed or used in the country and what accompanying measures need to be put in place.
An overview of legal texts related to environmental protection, land use and land tenure, as well as those governing areas related to SLM such as agriculture, forestry, water etc.
An analysis of all SLM stakeholders (including in terms of their respective capacities, strengths, and weaknesses or challenges)
Work in close collaboration with the Lead Consultant for this task, the Project coordinator, Committee for the Design of an Integrated Financing Strategy (TCDIFS) and other key stakeholders.
Present the report at a national validation workshop.

5.0 Consultancy Deliverable

A comprehensive document developed through a participatory approach on Policy, Legal and Institutional Analysis and Stocktaking for the design of an Integrated Financing Strategy (IPS) for Sustainable Land Management in Sierra Leone.

6.0 Indicative Time frame and Fees

The consultancy is expected to start 16th June 2010 and end 15th July 2010.

Payment will be commensurate with consultant\s experience and qualifications and be made based on satisfactory submission of deliverables (see above).

7.0 Qualifications and Professional Experience Requirements:

- Degree in Environmental Law is preferable, however a Degree in Law and an understanding of land tenure and or land administration would be considered.
- Proven experience of document review and reporting;
- Should be competent and have proven ability in timely reporting;

8.0 Supervision

The consultant will report to the project Manager, but responsible to the Executive Director of Environment, Sierra Leone Environment Protection Agency (SLEPA). Guidance will also be provided by the Portfolio Manager, Environment and Disaster Risk Management, UNDP and the Technical Committee for the Design of an Integrated Financing Strategy (TCDIFS)

Should work in close collaboration with the Lead Consultant and other thematic area Consultant, Project Manager/PSC and other key stakeholders.

3.0 Objectives of the Consultancy

The main objective of this study is to conduct an analysis of the environmental context and describe the main SLM challenges and how these will determine the types and amount of resources needed to curb land degradation and contribute to the formulation of a comprehensive, feasible and representative Integrated Financing Strategy (IFS) for Sustainable Land Management in Sierra Leone.

4.0 Description of tasks to be carried out by the consultant

Under the direct supervision and in close collaboration with the Project Manager and the Lead Consultant, the tasks of the consultant will be the following:

Make a national context analysis of the natural factors: Climate and potential impacts of climate change, topography, water, soils, flora;
Make a national context analysis of the anthropogenic factors: Population, land use practices, urbanization, agriculture, tourism;
Determine the extent of land degradation in Siena Leone through the use of maps or degrees of degradation;
Undertake an in-depth analysis of the root causes of land degradation at the local level (land users) and at the macro-level (policies)
Analyse the impacts of land degradation and the possible benefits of sustainable land management on socio-economic development, poverty reduction, health and food security.
Work in close collaboration with the Lead Consultant for this task, the Project Coordinator, TCDIFS and other key stakeholders.
Present the report at a national validation workshop.

This study would specifically analyse the fiscal requirements, internal and external funds, innovative financial mechanisms, and other related issues for sustainable land management financing in the country.


3.0  Objective of the Consultancy


The main objective of this study is to describe the current internal and external resource flows towards sustainable land management with a view to contribute to the formulation of a comprehensive, feasible and representative Integrated Financing Strategy (IFS) for Sustainable Land Management in Sierra Leone.


4.0   Description of tasks to be carried out by the consultant


Under the direct supervision and in close collaboration with the Project Coordinator and the Lead Consultant, the tasks of the consultant will be the following:


An analysis of internal activities and associated resource flows.
. An evaluation of the total monetary value of financial, human and technical resources currently available.

An evaluation of the amount of resources available per year, which will help make reasonable predictions on future needs.

Analysis of the distribution of resources geographically to reveal areas to target in developing investment priorities.

An assessment of the distribution of resources according to sector or objectives thereby identifying areas where there are resources gaps to fill.

An in-depth description of the distribution of resources among SLM implementing partners, analysing the capacity of the various government agencies and stakeholders in the design of a plan that takes into account  issues of equity.

Assess the difference between the amounts of internal resources and external resources with a view to identifying possible imbalances that could be rectified

Work in close collaboration with the Lead Consultant especially in the design of the plan (IPS); the Project Coordinator. TCDIFS and other key stakeholders.

Present the report at a national validation workshop.

5.0 Consultancy Deliverable


A comprehensive document developed through a participatory approach on Financial Analysis and Stocktaking for the design of an Integrated Financing Strategy (IPS) for Sustainable Land Management in Sierra Leone.


6.0 Indicative Time frame and Fees

- Masters Degree in Environmental Economics is preferable, however a University Degree in Finance and Administration and a background in natural resource management would be considered.

- Proven experience of document review and reporting

- Should be competent and have proven ability in timely reporting;

2.0 Context and Justification


The production of an integrated financing strategy (IPS) formally referred to as the Medium Term Investment Plan (MTIP) is  intended to replace the more traditional project-based approaches to resource mobilization, by helping to set the stage for sustainable resource flows based on an integration of SLM policy objectives into national priorities.

IFS also allow for the tailoring of financing solution to specific country needs by proposing a blend of international and external, traditional and innovative sources and mechanisms of funding. Finally the development of IFS is also seen as a way to build the internal capacity of a country to make an economic case for SLM as a means to attract private and public investment. The lead consultant would be responsible for the delivery of the final IFS through collaboration with the other thematic area consultants.


3.0 Objectives of the Consultancy


The objectives of the consultancy are:

I. To locate, develop and mobilize a mix of financial, human and technical resources to support policies, programmes and projects related to Sustainable Land Management in Sierra Leone.

II. Describe the main SLM challenges and ho\v these will determine the types and amount of resources needed to curb land degradation in the country.

III.  Identify and address the policy, fiscal, legal and institutional barriers to resources mobilization from internal and external sources.

IV. Design in collaboration with other thematic area consultants a comprehensive, feasible and representative Integrated Financing Strategy (IPS) including a monitoring and evaluation plan and recommend actions and mechanisms to make an economic case for SLM as a means to attract private and public investment.

V.  A costed, result-based action plan designed for the IPS implementation process.


4.0 Description of tasks to be carried out by the consultant


Under the direct supervision and in close collaboration with the Project Manager, the tasks of the consultant will be the following:

Draw up a detailed activity plan to cover the contract period

  Make a synthesis of the results of the stocktaking exercise, detailing the environmental, institutional and policy and financial conditions as well as describe the possible barriers to resource mobilization and recommend on how to address them;

Present a summary of the steps taken (or to be taken) to set the enabling framework, including mainstreaming SLM into relevant policy and financial instruments;

Propose a set of medium and long-term goals or strategic objectives, which serve as the core of the strategy ;

Develop a costed, result-based action plan designed to achieve the strategic objectives

  Design a plan for regular monitoring and evaluation as well as for updating the action plan based on results obtained.

Work in close collaboration with the other Thematic Area Consultants for the task, the Project Manager, Technical Committee for the Design of an Integrated Financing Strategy (TCDIFS) and other key stakeholders.

Present the report at a national validation workshop.


5.0 Consultancy Deliverable


A comprehensive Integrated Financing Strategy (IFS) for Sustainable Land Management in Sierra Leone developed through a participatory approach.


6.0 Indicative Time frame and Fees


The consultancy is expected to start 16st June 2010 and end 15th July 2010.

- MSc. Degree   in   Environmental   Economics   and   some   background   in   financial management;

- He/she must have a proven experience in developing financial instruments/structures for natural resource management.
