In Sierra Leone, Legislative committee to deliberate on Weight & Measures Act

After the first and second reading of the bill entitled Weight and Measures Act 2009 by the Minister of Trade and Industry Hon. David Carew, the House of Parliament on Tuesday 1st June 2010 unanimously consented to send the bill to the Legislative Committee for more deliberations and scrutiny.

Earlier the minister had convinced the Honorable House that the Bill is intended to repeal and replace the Imperial System of Measurement as well as validate the use of the Metric System for measurement based on the International System of Units to provide for the comparison and verification or weight and measures, and to also provide for other related matters. He said the Ordinance Act that was passed into law in the 1961 has become obsolete for the growing economy, adding that Sierra Leone being one of the few countries still stuck to the old law, the need was there to pass this new law.

Buttressing the ministers motion, Hon. Tamba Kai-Banja of opposition SLPP who doubles as chairman of the Parliamentary Committee on Trade and Industry said such a bill will redeem the people of this country especially from the unscrupulous business people as it enhances transparency accuracy and honesty in the measurement and weight of goods, adding that it will also boost our trade standard to international level since its implementation will bring values and realization for worth of money from consumers. In his contribution, Hon. Ibrahim Bundu of the APC said the bill was good enough to be passed into. He however repressed reservation of how some bill hastily passed into law in recent times have been robustly criticized by the general public. He therefore admonished that they thoroughly and critically analyze the bill before it is passed into law.

Hon. Eric B Jumu of the SLPP expressed need for consultation and proper sensitization of the populace for the sake of sanity in the law. He gave examples of how certain bill have been enacted into law without proper sensitization such as the GST, Mines and Minerals and the Chieftaincy acts that he said have now created so much problems and criticism.
