In Sierra Leone, NaCSA Assembles Contractors in Makeni

With funds jointly provided by the African Development Bank (ADB) and the Government of Sierra Leone (GOSL), the National Commission for Social Action (NaCSA) has started a six-day training programme for a total of 240 contractors and unskilled workers to capacitate and empower them in delivering quality construction works bided on ADB projects.


Giving an overview of the training at the Fatima Hall last week, the Community Infrastructure Project Manager Sorie Mansaray stated that the exercise was part of their public work component because the speedy development and successful completion of every good construction depends on the knowledge and commitment of the contractors. He said from what they have realized from previous lessons, information on projects were not met with expectations and quality standards.  He informed that the session was so designed for managers and field workers covering both theory and field practical exercises that it would greatly enhance their capacity.  He expressed his gratification for the participants coming in their number in answer to the call for contractors implementing ADB funded programmes to receive special training.

On behalf of the Makeni City Council, the Deputy Mayor Mrs. Isatu Fofanah admonished the contractors to take the training very seriously as he put it it is important to have knowledge in any business before going into it.  She said most contractors dont know anything about construction which she observed has been responsible for poor and sub-standard works across the country.  She therefore, pleaded with them to put it into good practice the knowledge they were going to acquire for good project implementation.

City Mayor Eric Dura Sesay described the venture taken by NaCSA as explempalry and very patriotic in outlook given the difficulty in assembling such large number of contractors and their representatives for training sessions. He called on the contractors to form a group that will serve to oversee the affairs of contractors for better implementation and for quality jobs. The mayor concluded by thanking NaCSA for coming up with such an initiative since according to him contractors and unskilled laborers are considered local experts for quality work.  

SLRA representative, Mr. Brima Kalokoh commended NaCSA for the step towards development in the country. He said the training of contractors was a major step for proper planning and work in project implementation.  He seized the opportunity to advise the public to always engage with the SLRA as expert in road management before constructing roads.

In his key note statement NaCSA regional coordinator, Sainku B. Fofana said the training was one of the most important components being introduced by them in their programmes geared towards empowering their partners for quality jobs.  He iterated that most of the workers were unskilled for which reason they introduced the training exercise. He expressed hope that at the end of the week-long exercise they would be fully capacitated for effective and quality jobs. This additional training added to the previous community sensitization programmes with contractors on how to handle contracts it is expected that they will in turn train their local workers to be more aware of contract implementation rules, Mr. Fofana said.  He on that note called on participants to be more participatory during the sessions since it was the first of its nature in the country. He thanked ADB and the government for providing funds for such the actualization of the programme.

The training programme is expected to end today will be replicated in the two other provincial cities of Bo and Kenema.
