In Sierra Leone, Teaching Service Bill Reaches Parliament

An intensive debate was witnessed in the House of Parliament on Thursday 18th November 2010, when the Bill entitled Teaching Service Commission Act 2010, was tabled in Parliament by the Minister of Education, Youth and Sports, Dr. Minkailu Bah.

The Bill sailed through the introduction stage, first and second reading, before the House was adjourned to Friday 19th November 2010.

Minister Bah told parliamentarians that the Bill entails essential elements that will improve the standards of quality education in Sierra Leone.

The Bill is geared towards managing the affairs of teachers and was established in order to provide an avenue where teachers can be recruited, promoted, trained, transferred and with well improved conditions of services that will lift the countrys educational systems, the Minister said.

He informed that since the war ended there has been an increase in the enrollment of pupils and there have also been recruitments of more teachers but confessed that the system of education has not improved as expected.

He said the performances and outputs of the school pupil in public exams have been very poor.

He assured that with the enactment of the Teaching Service Commission Act 2010 there will be more improvement in education and the country will gain its past glory.

He pointed out that the formation of the Teaching Service Commission was part of the recommendations of the Professor Gbamanja Commission of Enquiry on education.

Hon. Mohamed Daramay of the All Peoples Congress (APC) described the Bill as developmental, adding that it will greatly help to deliver quality and standard education in the country.

He appealed to the Minister to improve the conditions of services of teachers so that education system will improve.

He however expressed dissatisfaction over what he described as the influx of teachers to the urban areas at the detriment of rural education.

SLPPs Hon. Elizabeth Lavalie demanded that the Teaching Service Commission must include a 30% representation of women. She also made public her curiosity to see the educational standards of the children improved.
