THE PROVINCIAL SECRETARY
EASTERN REGION
KENEMA
8 DECEMBER 2010
DEAR SIR,
ABUSIVE REMARK AGAINST THE GREAT PARAMOUNT CHIEF KAI TONGI IN PARLIAMENT BY A SENIOR SLPP MEMBER OF PARLIAMENT
Ever since the election of The Great Paramount Chief Kai Tongi of the Protectorate Assembly of Paramount Chiefs of West Africa, the relationship between the dominant Kissi community and the minority Komende (Mende speaking) community in the chiefdom (Kissi Tongi) has, at best, been only luke warm.
The history of the Chiefdom has it that often and again and without coercion, the minority Komende has always admitted guilt for all the instances of heightened tension in the relationship between these communities. I whole-heartedly commend Mr. Victor Sengu (District Chairman APC) and Hon Tamba M. Borbor-Sawyer (our Member of Parliament SLPP) for their untiring effort at ameliorating the relationship between these two communities, notably, the recent pilgrimage to Mecca of the Imam of Kissi Tongi who is Komende. In the same vein, I condemn, in no uncertain terms, the vulgar abuse, degradation and disgrace of our highly rated and subregionally recognized natural ruler who is the founder of our Chiefdom Headquarters of Buedu Buyungu.
We, TONGIA i.e. citizens of Kissi Tongi, take great exception to the fact that, following that public disgrace of The Great Paramount Chief Kai Tongi in our House of Parliament which is already in official records of Parliament (Privileges Committee Report), a high powered “SLPP Peace and Reconciliation” delegation led by Senior Adviser Dr. S. Banya and Eastern Regional Chairman, Amb. Foya to Kissi Tongi, endorsed the mischief by deliberately failing to address this all important issue which is burning the hearts of every Kissi Tongi citizen on the globe. I want to emphasize here that this is outright and blatant impunity which was one of the root causes of our rebel war.
Consequently and as per our tradition, the following penalties are imposed on the marker/utterer (Hon Ansu Kaikai of Pujehun District) of the abusive language/conduct as well as on the institution (The Sierra Leone Peoples Party) upon whose behalf the remark was made in the House of Parliament:-
Hon Ansu Kaikai of Pujehun District
Banned from going to Kissi Tongi Chiefdom or pay the following fine: Two hundred (200) Kissi Pennies (in specie) which would be distributed to every Paramount Chiefs in the Makona river basin of Sierra Leone, Five (5) goats and Five (5) cans of native palm oil, a bag of salt and twenty gallons of palm wine for the purpose of the feast and prayers at Buedu Buyungu to spell out the curse.
The Sierra Leone Peoples Party;
Five hundred (500) Kissi Pennies (in specie), Four (4) cows, Five (5) bags of rice and Five (5) tins of oil palm and two (2) bags of salt for distribution to all Paramount Chiefs in the Makona river basin of Sierra Leone, failing which the activities of the Party stand to be banned in Kissi Tongi chiefdom by 31 January 2011.
The SLPP and its leadership of that so called Peace and Reconciliation Delegation to Buedu Buyungu have to feast the Chiefdom in order to break the curse.
Yours faithfully,
