In Sierra Leone, Confusion Rocks Parliament

Parliamentary proceeding on Thursday 31st March 2011 was completely marred by confusion as a result of discrepancies in the parliamentary order and other arrangements.

It all started with the numerous errors noticed by parliamentarians while the Clerk of Parliament, Victor A. Kamara, was reading the vote and proceeding.

Speaker of the House, Hon. Abel Nathaniel Stronge, wasted no time in drawing the attention of the Clerk to the unacceptable mistakes contained in the vote and proceeding.

He queried the Clerk thus: Did you go through this document prior to distributing it? The Clerk admitted that he never read nor make necessary corrections to the document before distributing it to the House. It was at this stage that the Speaker asked the Clerk to immediately withdraw the document.

As the dust was yet to settle on that blunder, another alarm was raised by Members of Parliament, which had to do with the late distribution of the Bill (Local Court Act 2011) that was to be discussed.

PMDCs Hon. Legacy Sankoh said it was very unfair for parliamentarians to discuss a Bill that they only received some twenty minutes to the start of the debate. He moved a motion that the discussion on the Bill be differed to a later date.

Supporting the point of his colleague parliamentarian, SLPPs Hon. Moinina Conteh, noted that the Bill needed thorough perusal prior to discussing it.

A counter motion was raised by Majority Leader Sheku B.B Dumbuya, who insisted that it was very premature to differ discussions on the Bill. According to him, the Bill was still at its initial stage, adding that there was no way it was going to be enacted on that very day. The two motions were put on votes. Thirty four MPs voted in favor of deferment, while the counter motion received twenty votes.

Discussion on the Bill was accordingly postponed.

Finance and Economic Development Minister, who was scheduled to table a document in parliament was also conspicuously absent.

Parliament was adjourned to next week.
