Consulting Services: Selection of an Auditor to Audit the 2011 Infrastructure Development Project (IDP) Financial Statements

REQUEST FOR EXPRESSIONS OF INTEREST

1.The Government of the Republic of Sierra Leone has received a credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit to payments under the contract for the Auditing of Infrastructure Development Project (IDP) 2011 Financial Statements, in accordance with international standards of Auditing, which includes all test and controls considered necessary and reported on following IDA guidelines on Financial, Reporting and Auditing of Projects.

2.   The services, among others, include the following:

a)   Commenting on and confirming the extent to which generally accepted accounting principles have been and are being consistently applied in the preparation of the project financial accounts;

b)   Verifying Statement of Expenditures (SOEs) with the accounting records, supporting documentation and physical inspection of work done, goods supplied and services rendered;

c)   Establishing with reference to the disbursement letter that expenditures claimed for reimbursement are eligible for financing under the credit agreement;

d)   Verifying the correctness of the Special Account financial transactions including the reconciliation of receipts with payment by the IDA, the final balances, and the operation and use of the Special Account in accordance with the Credit Agreement;

e)   Commenting on and confirming the extent to which all sources of funding for the project have been and are being properly accounted for and included in the financial statement for the project;

f)    Providing outputs which include the following:

i. Summary of funds received which distinguishes among funds from the International Development Association (IDA), Project Funds from other donors, and Government of Sierra Leone counterpart funds, separately, as relevant;

ii.      A Balance Sheet which shows accumulated funds of the project bank balances, other assets and liabilities of the project;

iii. Annexing a schedule, which list individual SOE withdrawals to the Project Financial Statement as part of the overall reconciliation of bank disbursement;

iv.  Forming an opinion as to the degree of compliance with the Banks procedures and the balance of the Special Account at year-end;

v.   Commenting on the accuracy and propriety of expenditures withdrawn under SOE procedures and the extent to which the Bank can rely on SOEs as a basis for loan disbursement;

vi.   Preparing a Management Letter which will:

    comment and observe on the account records systems and controls that were examined during the course of the audit;

    identify specific deficiencies and areas of weakness in systems and controls and, subsequently, make appropriate recommendations for their improvement;

    report on the degree of compliance of each of the financial covenants on the financing agreement and provide relevant comments on internal and external matters affecting such compliance;

    communicate matters emerging from the audit, which might have significant impact on the implementation of the project; and

    bring to the Ministrys attention any other matter that the Auditor would consider pertinent.

3.  The Infrastructure Development Project (IDP) of the Ministry of Transport and Aviation (MoTA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

4.    A consultant will be selected in accordance with the Consultants Qualifications Selection (CQS) procedures set out in the World Banks Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers May 2004 and Revised October 1, 2006 and May 1, 2010.

5.   Interested consultants may obtain further information at the address below from 0900 hours to 1600 hours GMT during working hours.

6.  Expressions of interest must be delivered to the address below by 11th November 2011.
